Ref. VAAR 852.215-70 and Sol. Sect. C.7 & E.6:
Question: Please clarify the interrelationship between these references. Specifically, how will a small business who intends to 100% self-perform this work be evaluated?
If two or more quotes are received with all other evaluation factors considered equal, preference will be given to a Service-Disabled, Veteran-Owned Small Business (SDVOSB) first, a Veteran-Owned Small Business (VOSB) second, and a small business last. If two quotes from small businesses are evaluated as equal, then SDVOSB/VOSB subcontracting will be evaluated per paragraph (c) of VAAR 852.215-70.

Ref. various inc. Sol. Sect. B.1, C.1, C.2, C.3 & E.3 - ID/IQ, Type of Contract & Pricing:
Question: The Section B pricing does not appear to be conducive to placing task orders. Considering this, how/on what basis will task orders be placed, e.g., per monthly amount in Section B?
This is a solicitation for a service contract. Task orders will be issued for a specific number of months (normally 12 but that is at the Government’s discretion) at the monthly rate identified in the contract.
6
Ref. Sol. Sect. E.6, Past Performance:
Question: please clarify whether Past Performance is required w/offeror’s quotes?
No past performance information is required to be submitted with quotes. The Government may utilize any and all information available to assist in making a responsibility determination.
7
Ref. SF 1449, block 17a. EFT:
Question – what goes in this block?
Block 17 is not required to be completed with a quote. However, it may be used to provide any of the information required from the cover page (Special Instructions) paragraph 4.a-f.

Section 5, para. 5.4. Most of the parts listed in Appendix B are obsolete and are no longer available for purchase. Several are proprietary to GE-Zenith and suitable replacements are not commercially available. Would the government consider modifying the affected equipment with new commercially available materials and components, maintaining the identical salient performance characteristics as those they are replacing?
There is still a need for these parts on the list as half of the ATSs are existing GE-Zenith which need to be maintained and repaired as needed and the remining are the new ATSs from Mustang CAT. Not being able to support both types of ATS and existing and remaining Paralleling Switch Gear is not acceptable.
9
Section 9. Are the hours stated in 9.1, 9.2, and 9.3 manhours as in 10 students in a class for 8 hours equals 80 hours of training or just hours as in 8 hours equals one day?
The 120 hours is user and onsite training. 240 hours is based on 6 Techs x 40 hours=240 hours each per year OEM factory or equivalent training.
10
Section 9. GE-Zenith was purchased by ABB back in 2020. ABB has elected to discontinue the Zenith product line and therefore factory training is no longer provided on the “Zenith” line of ATSs. Would the government consider on/off site training classes by a Zenith technician with a pre-approved course outline documentation? Likewise, CAT-ISO switchgear does not offer factory training classes, however we can provide a senior Switchgear engineer to cover the requirement of this specification with regards to operation and maintenance to VA personnel. All course material will be presented to the Government for approval prior to the start of the first class.
The new training shall cover and be compatible with all the existing Zenith and Mustang CAT ATS and Switch Gear. The training should cover troubleshooting and repair of all gear.
