About this file
This file is a Pre-Bid Request for Information (RFI) responses document for the Department of Veterans Affairs West Roxbury Campus Boiler Plant Replacement and Controls Upgrade project (Solicitation 36C24125R0077, Project 523A4-20-208). The document addresses 80+ clarification questions submitted by prospective bidders regarding technical specifications, drawings, construction requirements, and project scope.
Key technical clarifications address pressure relief valve (PRV) capacities (3,000 and 26,000 lbs/hr), steam relief valve setpoints (75 psig), condensate pump specifications (15 gpm), and micropile design loads governing per Foundation Note 2 (150 kips compression, 40 kips tension, 15 kips lateral for battered piles). The contractor must engage a Professional Geotechnical Engineer full-time during pile installation and use vacuum excavation within 5 feet of existing utilities. Significant scope clarifications confirm no temporary boilers are required—temporary steam will be provided via new piping systems—and utilities (steam, electrical, water) will be partially provided by the government at no cost, with the contractor responsible for filling a 60,000-gallon water tank and providing #2 Ultra Low Sulfur Diesel fuel for boiler testing. The contractor must drain and properly dispose of 90% full underground fuel oil tanks, refill them post-cleaning, and coordinate new utility installations with National Grid. Construction phasing is defined by Drawing GI002, and the contractor must submit cost-loaded schedules post-award per specification 01 32 15. Personnel requirements specify that the Project Manager and Site Superintendent cannot be dual-hatted roles, though the Infection Control Manager may be. Subcontracting plan requirements apply per FAR 52.219-9 and VAAR 852.219-70, with no minimum self-performance percentage mandated. The project includes asbestos abatement (1,500 linear feet of thermal system insulation plus mudded fittings), equipment relocation by others, and compliance with BABA requirements (FAR 52.225-11 and 52.225-12). A Project Labor Agreement will be provided post-award, and offerors must utilize the provided Exhibit D for pricing with Schedule of Values acceptable as supporting documentation.

Please note for requirement on percentage of work under CFR 125.8 for Joint Ventures under Mentor-Protégé Program (MPP) - CFR under performance of work is that the small business partner of the JV must perform 40% of the work that is performed by the JV. So if the JV performs 15% of the work (excluding material), the small business would need to perform 40% of the 15%.
(c) Performance of work.
(1) For any contract set aside or reserved for small business that is to be performed by a joint venture between a small business protégé and its SBA-approved mentor authorized by § 125.9, the joint venture must perform the applicable percentage of work required by § 125.6, and the small business partner to the joint venture must perform at least 40% of the work performed by the joint venture. Except as set forth in paragraph (c)(4) of this section, the 40% calculation for protégé workshare follows the same rules as those set forth in § 125.6 concerning supplies, construction, and mixed contracts, including the exclusion of the same costs from the limitation on subcontracting calculation (e.g., cost of materials excluded from the calculation in construction contracts).
(2) The work performed by the small business partner to a joint venture must be more than administrative or ministerial functions so that it gains substantive experience.
(3) The amount of work done by the partners will be aggregated and the work done by the small business protégé partner must be at least 40% of the total done by the partners. In determining the amount of work done by a mentor participating in a joint venture with a small business protégé, all work done by the mentor and any of its affiliates at any subcontracting tier will be counted.
(4) Work performed by a similarly situated entity will not count toward the requirement that a protégé must perform at least 40% of the work performed by a joint venture.

| Spec 23 09 11 — Control System Design Responsibility | Regarding relocation of the existing boiler control system from the ash tower to the existing plant breakroom: Will the Government or the contractor provide the design for new control logic? What is the scope of existing PLC programming that must be replicated? | See specification 01 00 00 1.3 item #9 |
| Spec 23 09 11 — Controls Contractor Coordination & Testing | Will Automated Control Concepts, LLC (existing controls contractor) be available for coordination during this work, and at whose cost? Who performs FAT/SAT testing for the relocated control system? What is the required interface between relocated controls and the new Hawk/TRANE systems? | See specification 01 00 00 1.3 item #9: The contractor shall coordinate this effort with Automated Control Concepts, LLC. The cost of this relocation is the contractor's responsibility. |
| Spec 23 50 11 — Fuel Oil Disposal | What is the total volume of fuel oil in the two existing tanks requiring disposal? Has the existing fuel oil been tested for contamination? | Each tank is 25,000 lbs. Assume tanks are 90% full. Ensure to follow MASS DEP for transferring fuel and final manifest provided to VA once disposed. |
Yes, fuel is tested yearly, report attached.
Spec 23 50 11 — Fuel Oil Supply Responsibility The specification requires the contractor to 'provide all fuel oil for project operations.' Does this include temporary boiler fuel, new boiler commissioning/testing fuel, and ongoing plant operation post-startup? What is the estimated fuel consumption (gallons/day) for the commissioning period, and who pays for fuel after project acceptance? There are no temporary boilers required for this project.
The fuel consumption will be based on the duration of the commissioning of the boilers which is being provided by a third party.
The VA will be responsible for any fuel cost post acceptance.
| Spec 31 63 00 / Div 05 — Geotechnical Investigation | Will the Government provide a geotechnical investigation report with soil borings, lab testing results, and bearing capacity analysis for the new central energy building? If contractor-performed, is the geotechnical investigation included in the base bid or is it a reimbursable cost? | See Geotechnical Report - Attachemnts 1 through 8 A0004 |
| Spec 31 63 00 / Div 05 — Foundation Design Loads | What are the design loads for the new central energy building including all four boilers, deaerator, fuel tank, and associated equipment? Are there known soil conditions (contamination, high water table, ledge) that affect micropile design? | Micropiles are to be designed for 150 kips compression, 40 kips tension, and 1 kip lateral. Battered piles are to be designed to provide 15 kips lateral resistance per pile. Additional design loads can be provided during construction if required. Water table and ledge were both encountered during boring process. See Geotechnical Report - Attachemnts 1 through 8 A0004 |
| Drawings indicate that boiler roof stack guy wires are not finalized, can the drawing/sketch for the final layout and plan be provided. | See attached plans - |
