About this file

This document is an Enclosure 5 representation regarding certain telecommunications and video surveillance services or equipment, specifically the Standard Form 52.204-24 for a DoDEA (Department of Defense Education Activity) procurement. The document implements Section 889 of the John S. McCain National Defense Authorization Act, which prohibits federal agencies from procuring or using telecommunications equipment or services from certain vendors deemed security risks.

The form requires offerors to disclose whether they will provide or use covered telecommunications equipment or services, with specific reporting requirements if they do. Key prohibitions include restrictions on procuring or using telecommunications equipment that uses covered services as a substantial component or critical technology, with some exceptions for third-party interconnection services. Offerors must review the System for Award Management (SAM) for excluded parties and provide detailed disclosures about any covered equipment or services, including the producing entity, equipment description, and proposed use.
