About this file

IRS Form W-14 is a Certificate of Foreign Contracting Party Receiving Federal Procurement Payments, used by foreign contractors to certify their tax status when performing work for U.S. government agencies. The form requires detailed information about the foreign contracting party, including name, country of incorporation, address, and taxpayer identification number. It provides mechanisms for claiming exemptions from taxes under section 5000C through international agreements or by demonstrating that goods/services are produced/performed in the United States.

The form includes five key certification points where the foreign contractor affirms they are not acting as an agent for another foreign person, agrees to pay any applicable taxes, understands procedural obligations, and has not engaged in transactions designed to avoid tax implications. The contractor must sign under penalties of perjury, confirming the accuracy of all provided information. This document is specifically designed to be submitted to the acquiring federal agency, not the IRS, and helps ensure tax compliance for foreign entities involved in U.S. government procurement.
