About this opportunity
Army Contracting Command seeks maintenance and repair of emergency power systems (EPS), uninterruptible power supply (UPS), and photovoltaic (PV) systems throughout USAG Wiesbaden, Germany, with proposals due June 10, 2026 at 12:00 Noon CET. This is a Women-Owned Small Business (WOSB) set-aside, competitively awarded as a hybrid fixed-price and time-and-materials IDIQ contract.
Place of performance spans multiple USAG Wiesbaden installations across eight locations in Germany including Clay Kaserne, Hainerberg, Kastel Station, Egelsbach, McCully Barracks, Mainz Kastel Station, Darmstadt Training Center, and Wackernheim Regional Range Complex. The contract encompasses 31 EPS diesel generators (40 kVA to 2,500 kVA), 20 UPS units (10 kVA to 125 kVA), and three PV solar systems (549.3 kW combined capacity).
The base period runs 12 months from July 29, 2026, with four optional 12-month renewal periods. CLIN 0001 covers preventive maintenance services (firm fixed price, one annual 100% system test per asset). CLIN 0002 covers on-demand repair services (time and materials: labor at contractor-submitted hourly rates plus actual material costs). Contract value ranges from EUR 3,000 minimum to EUR 3,000,000 maximum per task order and for the overall contract.
Contractors must designate a Contract Manager and Alternate who are certified engineers or masters with minimum three years' experience in maintenance contracting, bilingual in English and German. Work supervisors must hold German apprenticeship diplomas in electrical, mechanical, or mechatronic engineering with three years' experience. All contractor and subcontractor personnel require background checks, installation access passes, and completion within 30 days of award of Anti-Terrorism Level I training, OPSEC training, suspicious activity reporting training, and threat awareness training. Replacement parts must be factory-new, original equipment only, with factory-original CE-marked components compliant with German and European standards (DIN, VDE, VDI).
Contractors must comply with Federal Republic of Germany law and determine registration or business authorization requirements. All performance occurs Monday through Friday 0715–1600 hours CET. Offerors must be registered in SAM.gov at submission and submit all offers in English. The mandatory site visit is May 27, 2026, at 09:00 CET at Clay Kaserne; vendors may send up to two representatives. Evaluation assigns technical qualifications (certifications, three years of recent relevant experience with minimum annual contract values EUR 150,000, subcontracting information, supplier performance risk) and price both stated as evaluation factors; award goes to the responsible offeror with an acceptable technical rating and lowest total evaluated price. Amendment 0005, effective June 1, 2026, updated three inventory lists (EPS, UPS, PV) and added EPS Type Plates documentation. The NAICS code is 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance; PSC is J061, Maintenance/Repair/Rebuild of Electric Wire and Power Distribution Equipment.
