This is a single-award Blanket Purchase Agreement with no small business set-aside.

The BPA has a 60-month term comprising five 12-month ordering periods beginning September 16, 2026, and ending September 15, 2031. Each individual BPA call shall not exceed $700,000 or the equivalent in local currency. The contract is firm-fixed-price, with all costs—labor, materials, supplies, equipment, overhead, profit, insurance, and transportation—included in monthly fixed prices. No additional compensation will be provided for cost escalation, estimating errors, performance challenges, or currency exchange fluctuations.

Place of performance is Tokyo, Japan, covering four government properties totaling approximately 26,000 square meters: the Embassy Chancery, Chief of Mission Residence (CMR), Deputy Chief of Mission Residence (DCMR), and Mitsui Housing Compound. Services include lawn maintenance (4–6 centimeter height), weeding, pruning, debris removal, watering, fertilizing, pest and disease control, flower bed and planter maintenance (three seasonal replacements annually), pond maintenance (bi-annual cleaning), bamboo fence maintenance, power-washing of hard pavements monthly, and specialty court and playground cleaning. The CMR and DCMR require mosquito spraying (20 and 10 times annually, respectively).

The Contractor must designate a Project Manager with a bachelor's degree in landscaping, agriculture, or forestry, or First-Class Landscaping Management Specialist certification, plus 10 years' experience and minimum English Language Proficiency Level 2, supervising operations Monday through Friday, 08:30–17:30, excluding U.S. and Japanese holidays. Two Lead Gardeners with minimum six years' experience must be assigned. A Grounds Maintenance Plan addressing monthly schedules, chemical usage, and hazard assessments is required before award. Monthly Grounds Maintenance Reports are due by the fifth business day of each month.

General liability insurance naming the United States as an additional insured is also required within 15 days after award. Foreign contractors must complete IRS Form W-14 if applicable.

Evaluation weighs compliance, technical capability, past performance on minimum three similar contracts within five years, and price using best-value analysis. An organized site visit is scheduled May 28, 2026, with advance registration due May 27, 2026. The offer period extends 90 calendar days from solicitation issuance.
