About this opportunity
The Department of the Navy Naval Supply Systems Command seeks firm-fixed-price repair and maintenance services for the USNS WALLY SCHIRRA (T-AKE 8) Mid-Term Availability, with proposals due October 16, 2026 at 09:00 AM Eastern Daylight Time. This is not a set-aside procurement.
Place of performance is entirely outside the contiguous United States within the U.S. 7th Fleet Area of Responsibility, explicitly excluding India. The period of performance runs from January 25, 2027 through March 15, 2027. NAICS code is 336611 (Ship Building and Repairing); PSC code is J999 (Non-Nuclear Ship Repair—West). The small business size standard is 1,300 employees; small business set-asides do not apply due to overseas performance location.
The contract structure comprises three CLINs: CLIN 0001 is the base Mid-Term Availability work package on firm fixed price; CLIN 0002 covers Over and Above (O&A) work projected at 27 percent of base labor hours and material dollars, also firm fixed price, requiring Contracting Officer authorization prior to commencement; CLIN 0003 addresses Contract Data Requirement Lists at no separate price. The contractor must provide fixed, fully burdened ship repair labor rates and material handling rates in Attachment J-3 for both baseline and O&A work. Work is specified in MSC specification AWP N0040626R0003 and includes comprehensive maintenance across hull and structural repairs, propulsion machinery, electrical systems, communications and navigation, auxiliary machinery, habitability, HVAC, drydocking, and underway replenishment equipment, with service intervals ranging from quarterly to fifteen years.
Contractor personnel must maintain compliance with ABS standards, welding certifications per American Welding Society D1.2 and ASME Code Section IX, NACE/NBPI or FROSIO Level III coatings inspector certifications, fall protection and equipment operation certifications, and Non-Destructive Testing certifications. The contractor must submit Condition Found Reports for O&A work within five calendar days, notify the Contracting Officer when cumulative authorized O&A work exceeds 80 percent of obligated funds, and submit weekly O&A tracking reports. Six amendments have been issued as of October 13, providing answers to offeror clarifications, photographs of Woodward Governors, and revisions to work item specifications and the contractor price breakdown. The procurement is rated under the Defense Priorities and Allocations System (DPAS).
