About this opportunity
The Department of State Office of Acquisition Management is soliciting a firm-fixed-price contract for supply and delivery of specialized law enforcement training services and tactical equipment for the Bureau of International Narcotics and Law Enforcement Affairs at U.S. Embassy Beirut, Lebanon, with proposals due September 21, 2026, at 10:00 CEST (Amendment 0003). This is an all-or-none procurement under full and open competition with no set-aside; offerors must quote all line items or face rejection.
Place of performance is Beirut, Lebanon, with equipment delivery to Sin El Fil required within 90 calendar days of contract award. The contract period is twelve months from award or until all items are delivered and training is completed, whichever is later.
Equipment requirements span 18 categories totaling approximately 2,031 units: 300 bulletproof vests with NIJ Level 4 plate carriers (2.5–3.2 kg ceramic plates), 600 Level IV ballistic plates, tactical helmets (NIJ 0106.01), tactical gloves, protective eyewear, individual first aid kits, team medical bags, body-worn cameras (2K resolution, 2-hour battery), GPS tracking devices, small flashlights, high-power 30W LED spotlights (minimum 10,000 lumens, 300-meter beam distance), chemical light sticks, reflective vests (fluorescent yellow, 300 cd/lux/m²), steel checkpoint barricades, metal traffic safety spikes, warning beacons, and traffic cones (160 units). All equipment must comply with Trade Agreement Act requirements; PRC products are not acceptable.
Training comprises twelve specialized courses (40 hours per week, 8 hours daily over 5 days) for 240 Internal Security Forces members covering surveillance, raid techniques, urban operations, intervention techniques, checkpoints, intelligence cycles, and marksmanship. Training includes simultaneous Arabic interpretation (2 interpreters with headsets and 2 microphones per course), all materials and stationery, coffee breaks with light refreshments, local transportation, 240 simunition-capable rifles and 240 training pistols (non-convertible only), and 200,000 rounds. The contractor must assign a Lead Trainer/Project Manager with minimum 15 years policing experience and international training background, plus additional vetted trainers (minimum 5 years policing experience). A five-day pre-training assessment at contractor cost and medical evacuation coverage are required. Maximum 20 students per class; training conducts at ISF Academy in Aramoun or ISF Mobile Forces premises in Dbayeh.
All prices must be in U.S. dollars, include labor, materials, overhead, profit, insurance, delivery, and export licensing costs, with no price adjustments for cost escalations or currency fluctuations. Defense Base Act insurance is required for covered employees, with proof due within 15 days of award. VAT is exempt for INL donations; only Lebanese-registered companies qualify for VAT exemption stamps.
Quotations require two volumes: Volume I (price, delivery timeline, representations and certifications, SAM registration proof, export/licensing compliance, and offeror information) and Volume II (technical capability demonstrating equipment compliance, delivery plan, training plan, organizational capability, and past performance). Evaluation occurs in two phases: Phase 1 is a compliance review (pass/fail); Phase 2 is comparative evaluation based on technical capability, past performance, and price reasonableness using an Independent Government Cost Estimate. The Government may award to the lowest-priced offer if it provides best value, or to a higher-priced offer if superior technical capability and past performance demonstrate better overall value.
NAICS code is 611699, All Other Miscellaneous Schools and Instruction. PSC code is U014, Education/Training–Security. The contracting officer is Travis Keon; the point of contact is Almalucia Gallone (GalloneA@state.gov) at RPSO Frankfurt. Amendments 0001, 0002, and 0003 modified the solicitation; Amendment 0002 removed CLINs 019, 026, and 027 from the price schedule effective September 17, and Amendment 0003 extended the deadline to September 21 effective September 18. Offerors must acknowledge receipt of all amendments prior to the submission deadline.
