About this opportunity
The Department of State Office of Acquisition Management seeks a firm-fixed-price contract for a Hungary-based Senior SMR/Nuclear Energy Consultant to support small modular reactor outreach and market development for the U.S. Mission to the European Union, with proposals due August 25 at 13:00 Europe/Amsterdam time (extended via Amendment 0001 issued August 19).
Place of performance is Budapest, Hungary, with regional travel to EU member states required (estimated 4–5 trips annually). The contractor must possess significant experience in nuclear energy strategy, energy policy development, market intelligence analysis, and strategic government-industry relationship management, with demonstrated expertise in the Hungarian and/or Central European energy markets. The NAICS code is 541690, Other Scientific and Technical Consulting Services; PSC is R499.
The contract includes a 12-month base period and four one-year option years. The position requires approximately 20 hours per week with flexible hours between 9 AM and 4 PM. Deliverables include biweekly market update reports (1–2 pages), monthly written reports (3–6 pages), semi-annual strategic market reports (20–30 pages), support for a minimum of twelve SMR Working Group interagency meetings annually, four quarterly SMR Industry Working Group meetings per year, and design and execution of at least one trade mission annually. All travel costs must be included in firm-fixed-price pricing; no cost adjustments are permitted for escalation, estimating errors, or currency fluctuations. Weekly check-ins with the Contracting Officer's Representative are required, with feedback incorporation within five business days.
Proposals must be submitted in two volumes: Volume I containing price proposals with separate CLINs for Defense Base Act insurance and Value Added Tax, and Volume II containing technical capability, organizational capability, key personnel resume and contingency staffing plan, technical approach, and past performance demonstrating three comparable projects within the past five years. Questions were due August 5 at 12:00 CEST. Evaluation proceeds in two phases: Phase 1 (Compliance Review) on a pass/fail basis, followed by Phase 2 comparative evaluation based on technical capability and past performance (weighted as more important than price) and price reasonableness. The procurement is not set-aside for small business and applies to FAR Part 12 commercial services, subject to World Trade Organization Government Procurement Agreement and Free Trade Agreement restrictions. Foreign contractors must submit IRS Form W-14 by contract execution date. Questions and proposals are directed to GalloneA@state.gov with copy to BaltaA@state.gov.
