About this opportunity
The Army Contracting Command seeks a single-award indefinite delivery–indefinite quantity contract for maintenance, inspection, and repair of fire extinguisher and sprinkler systems across four U.S. Army Garrison Bavaria locations (Grafenwoehr, Vilseck, Hohenfels, and Garmisch-Partenkirchen), with proposals due July 15, 2026, at 09:00 AM. The procurement is set aside for Women-Owned Small Businesses.
Place of performance is USAG Bavaria, Germany (four military communities). Performance of work is expected to commence August 1, 2026, with a one-year base period and four one-year option periods through July 31, 2031, under FAR Clause 52.217-9. FOB is Destination USAG Bavaria.
The contract maximum value is $17,800,000 with a guaranteed minimum of $5,000. Pricing employs three methodologies: Firm Fixed Price for maintenance and safety inspections, Labor Hours for repair work, and Time and Materials for spare parts. All pricing is denominated in Euros for Germany-based performance.
Technical requirements mandate that all three proposed Site Foremen (one each for Grafenwoehr/Vilseck, Hohenfels, and Garmisch) hold journeyman-level electrician or plumber certification plus VdS-approved training certifications for sprinkler system maintenance and gas extinguishing system operation per German BetrSichV standards. Prime contractors must demonstrate minimum one year of relevant experience within the last five years totaling at least $500,000 annually in fire extinguisher system maintenance, inspection, and repair services. A dedicated Quality Control Manager conducting quarterly audits is required. Emergency repairs must achieve two-hour response time and 24-hour completion for Priority 1 (emergency) calls; Priority 2 (regular) repairs within eight business days; Priority 3 (flextime) repairs within 30 calendar days. Monthly preventive maintenance must be completed within ten business days per community. All work must comply with German occupational safety laws (ArbSchG), NFPA standards, and VdS guidelines.
The contractor shall provide cost estimates within two business days for repairs exceeding EUR 5,000.00, requiring Contracting Officer's Representative approval before work begins. Contractor is fully responsible for personnel, equipment, supplies, materials, transportation, tools, hazardous waste disposal, and environmental compliance.
Evaluation uses low price technically acceptable criteria weighing Site Foreman Certification and Prime Contractor Experience as technical factors, Supplier Performance Risk System (SPRS) score assessment (Green, Purple, Blue, or Black acceptable; Yellow or Red requires Risk Mitigation Plan; Grey renders offer unacceptable), and price. Offerors must register in SAM.gov, download the complete RFQ from SAM.gov, monitor for amendments, and submit questions electronically to yvonne.v.schmalzreich.ln@army.mil and usarmy.rheinland-pfalz.409-contr-spt-bde.mbx.rco-bavaria-solicit@army.mil. A formalized site visit occurred June 18, 2026, at Grafenwoehr and Hohenfels. Four amendments have been issued, most recently on July 6, providing vendor questions and answers, revised technical exhibits, manufacturer guides, and updated equipment inventories. Offerors must acknowledge receipt of all amendments prior to proposal submission.
