The contract consists of two parts: Part 1 covers scheduled preventive maintenance on 80 generators and associated automatic transfer switches (ATS) and manual transfer switches (MTS), while Part 2 provides task-order-based unscheduled repairs and maintenance on an indefinite basis. Under Part 1, the contractor must develop a comprehensive maintenance schedule aligned with NFPA 110 and UFC 3-540-07 standards, conduct initial inventory and inspection of all systems within 60 days of award, and perform quarterly, biannual, and annual inspections and preventive maintenance with required reporting. Part 1 pricing is fixed-firm price for the one-year contract period. Part 2 establishes three CLINs: CLIN 0002 for 125-kilowatt generator repairs priced as firm-fixed-price based on unit costs, and CLIN 0003 for non-125-kilowatt systems priced as time-and-materials (T&M) capped at $350,000 over the contract life. Contractor responsibilities include all labor, materials, equipment, waste disposal, and travel costs. Work must be performed during standard business hours (7:30 a.m. to 4:00 p.m., Monday-Friday) unless prior written approval is obtained. The contractor must obtain contractor-level security clearance from BARC, maintain detailed records and reports per NFPA 110 standards, and submit monthly progress reports and quarterly inspection packages. The contract period is one year with no option years, and the contractor must begin initial inspections within 15 days of award and be prepared to commence unscheduled repairs within the same timeframe.
