About this opportunity
The Oregon Department of Transportation is requesting bids for erosion control repair work on the US 101 Trask River Bridge project in Tillamook County, with bids due June 24, 2026. Work is a single-contract solicitation requiring CCB licensing and prevailing wage compliance under Oregon Bureau of Labor and Industries rates (BOLI Region 1, effective April 5, 2026).
The scope encompasses installing erosion and sediment control features; temporary traffic control and water management devices; bridge scour repair including riprap placement with geotextile; and right-of-way restoration including seeding, planting, and fencing. Key quantities include 758 cubic yards of general excavation, 950 cubic yards of soiled riprap (Class 200), 1,113 tons of contaminated soil disposal, 925 square yards of compost erosion blanket, 218 riparian plant cuttings, 109 tubelings, 6 conifer trees, and 10 units of large woody material with specified embedment depths and species (spruce, hemlock, cedar, Douglas fir). Contaminated soil excavation involves chlorinated herbicides and pesticides at depths of 0 to 12 feet; 710 tons are designated for landfill disposal and 269 cubic yards reused on-site. In-water work is restricted to July 1 through September 15, 2027. The contractor must comply with NPDES 1200-CA permit requirements, Department of State Lands Removal-Fill Permit 65909-GP, Department of Environmental Quality authorizations, Army Corps of Engineers SLOPES program criteria, and a County Floodway Development Permit. All steel, iron, coatings, and specified manufactured products must be produced in the United States under ORS 279C.303 (State Buy America requirement, no de minimis exception).
The estimated contract value ranges from $800,000 to $1,100,000. Substantial completion is August 9, 2027 (excluding plant establishment); final completion is August 11, 2028. Liquidated damages are $1,000 per calendar day for delays beyond substantial completion, $500 per 15 minutes per lane for unauthorized lane closures, and $500 per 20 minutes for traffic stops exceeding limits. Bid security of 10% is required. Performance and payment bonds equal to contract price are required. ODOT will not withhold retainage. Bids are evaluated as lowest responsive bid. Electronic submission through OregonBuys is required, with public opening immediately following closing via Microsoft Teams. No pre-bid conference is scheduled. Questions are due 5 calendar days prior to bid opening. Award is contingent on receipt of sufficient funding. The designated ODOT Authorized Representative is Anita Eaton (anita.c.eaton@odot.oregon.gov, 503-971-403-8522).
