About this file
This is a Questions and Answers document for the Trask River Bridge Project (S-73000-00016851 US101) issued by the Oregon Department of Transportation (ODOT) on June 15, 2026. The project involves multiple components including installation of sheet pile cofferdams, dewatering, fish removal, riverbank excavation, and riprap placement, along with riparian restoration work. The Q&A document addresses critical clarifications regarding project timing, contaminated soil handling, and wetland planting specifications. Key bid items include 218 plant cuttings, 109 tubelings, and riprap placement work. The in-water work window is restricted to July 1 through September 15, 2027, to minimize impacts to aquatic species and comply with Oregon Department of Fish and Wildlife and Department of State Lands requirements.
ODOT clarified several significant matters affecting project execution and bidding. Contaminated soil originally identified at stationing 289+65.7 to 290+08.2 on the north side of the Trask River is not part of this project scope and does not require contractor consideration. Additionally, no contaminated media will be reused on the project site, eliminating confusion regarding soil disposal and reuse locations. Addendum 3, posted in OregonBuys, deleted the wetland plants bid item (2,880 plugs) as no wetland exists on the project. The same addendum corrected riparian planting quantities by establishing 218 plant cuttings and adding a separate bid item for 109 tubelings, superseding earlier conflicting specifications on the Bid Pricing Form.

S-73000-00016851 US101: Trask River Bridge Proj.
Q & A 6/15/2026
1. Timing of the job:
· Under spec section 00290 – Environmental Protection, 00290.34(a) Regulated Work Areas it states to “Perform work within the regulated work areaq only during the in-water work period. The in-water work period is from July 1st and September 15th.
· In Exhibit 7-2 to Sample Contract_DSL Permit on Attachment A under Work Period in Jurisdictional Areas it states “Fill or removal activites below the ordinary high water elevation of the Trask River must be conducted between November 1 and February 15, unless otherwise coordinated with Oregon Department of Fish and Wildlife and approved in writing by DSL.
· Exhibit 7-3 to Sample Contract_Army Corps Permit pg. 2 d. – “All in-water work shall be performed during the in-water work period of July 1 to September 15 to minimize impacts to aquatic species.
Please clarify that the timing of when this work including: installing the sheet pile cofferdam, dewatering, Fish Removal, and River bank excavation and rip rap placement is to happen during the In-Water-Work window of July 1 to Sept 15th 2027 and not Nov.1 26 – February 15th 2027.
ODOT RESPONSE: The timing of all in-water work (work within the regulated work area/below the OHW elevation) must take place between July 1, 2027, and September 15, 2027. DSL’s permit is expected to be updated with the appropriate timing in the next couple of weeks.
1. Contaminated Soils location and Quantity:
Under spec section 00294 – Contaminated Media , Contaminated Soil Location Table 00294-1 states there is approx. 204CY at 289+65.7, 27.0 Rt to 290+08.2, 31.9. This stationing seems to be completely outside of this projects area of disturbance and on the North Side of the Trask River. Please confirm there is not additional work needing to happen at this location and if this contaminated soil needs to be considered in this bid. Under the table it also mentions reusing contaminated soils onsite. The plans or specs don’t indicate where this material is to be reused onsite. Is to be assumed that 269 cy can be reused within the soiled rip rap. Please advise.
0DOT RESPONSE: There is no work at this location (289+65.7, 27.0 Rt to 290+08.2, 31.9) that needs to be considered. There is no contaminated media that will be reused on the project site.
1. Item 37 on the Bid Pricing form shows 2880 Wetland Plants, Plugs, however the design plan does not show any plugs to be installed. Is there a revised drawing which shows where these plugs are being planted and what species they are?
ODOT RESPONSE: There is no wetland in this project. See Addendum 3 posted in OregonBuys which deletes this item.
1. On FA01, Riparian Planting and Tree Cuttings show 288 cuttings and 109 Tublings. However on the Bid Price Form, it only shows 70 cuttings and no Tublings. Which is correct?
ODOT RESPONSE: 218 cuttings and 109 tubelings are shown on Contract Plans. See Addendum 3 posted in OregonBuys which changes the quantity of bid item 36, Plant Cuttings, Greater than 1 Inch to 218 and adds a bid item for the Planting, Tubelings, with a quantity of 109 Each.
