About this file

This file contains construction plans and engineering designs prepared by the Oregon Department of Transportation (ODOT) for a highway improvement project on US Route 101 (Oregon Coast Highway) in Tillamook County, Oregon. The project focuses on grading, drainage, and roadside development work associated with the Trask River Bridge (Bridge No. 07147) at milepost 67.95 to 68.01, with an overall project length of 0.06 miles in Sections 5 and 6, Township 2 South, Range 9 West, Willamette Meridian. The plans include detailed construction specifications, survey control data, traffic control measures, erosion and sediment control procedures, and roadside development planting details. Construction activities include general excavation (218 cubic yards), embankment work (168 cubic yards), installation of riprap geotextile (740 square yards) and soiled riprap Class 200 (950 cubic yards), temporary and permanent fencing (105 to 110 linear feet), and installation of large woody material with rootwads (10 pieces of 18-24 inch diameter material). The project plans were finalized in April 2026 and include coordination with utility relocation and protection requirements.

The construction plans encompass comprehensive environmental controls and restoration measures to protect water quality and aquatic habitats. Temporary water management facilities include sheet pile coffer dam isolation, sediment control measures, and dewatering sumps, with in-water work restricted to July 1 through September 15 based on streamflow data from the USGS Trask River gauge. Riparian restoration includes installation of 70 Pacific willow cuttings, 6 Douglas fir trees, 109 redtwig dogwood cuttings, and 109 snowberry tubelings across 2,500 square feet of riprap planting area and 6,177 square feet of permanent seeding area. The project incorporates fish passage hydraulic criteria requiring water depths greater than 1.0 foot and velocities less than 2.0 feet per second, with existing and proposed conditions meeting these standards at three observation locations. Funding and cost details are not specified in the provided plan documents, which represent the final design documents prepared for construction implementation.

PLANTING NOTES:

1. Verify limits of disturbance in field prior to commencement of planting activities. If construction disturbance in the field exceed the areas shown in plans, notify owner's representative to rectify adjustments.

2. Coordinate planting activities with all mobilization and construction operation, flagging and traffic control specifications.

3. Verify location of existing overhead utilities, sight lines, subsurface utilities, and other conflicts prior to commencement of planting activities. Locate and label underground utility lines prior to digging.

Adjust planting layout to eliminate conflicts.

4. Verify annual seasonal stream flow conditions prior to commencement of planting activities. All coniferous tree plantings are to be located above Ordinary High Water Line.

5. Disturbance and impacts to existing native vegetation shall be minimized to the greatest extent practicable. Refer to Hydraulics Plans for placement of large woody debris.

6. Specified willow cuttings to be coordinated with and installed after placement of soiled riprap material. Verify elevations prior to installation.

See Plant Cutting Installation in Riprap Detail.

7. Planting areas shall be prepared in accordance with the ODOT 2024 Oregon Standard Specifications for Construction and the project specific Special Provisions.

8. Contractor shall verify the availability of sufficient existing planting soil on site prior to construction. If imported topsoil is needed, submit topsoil type, source, and quantity for approval before commencement of construction.

9. Plant trees according to the Tree Planting detail. This work does not include wire tree ties.

10. Provide browse protection for all container plants. See Tubeling Protection detail.

11. Mulch and tackifier shall be utilized during all seeding applications.

12. Plantings shall be irrigated manually or by other approved method, as necessary, to ensure plant establishment.
