About this opportunity
The Utah State Board of Education is requesting proposals for technical assistance to 21st Century Community Learning Centers grantees under RFP Solicitation USBE-AR27162-RFP, with proposals due November 12, 2026. A single five-year contract award will result, anticipated for the responsive and responsible offeror with the highest evaluation score. Amendment 1, issued October 23, 2026, updates the Scope of Work timeline; review the amended attachment before proposal submission.
Mandatory minimum requirements include five years of experience providing professional development and technical assistance to afterschool and summer programs; experience collecting and analyzing program data while protecting student-level information; demonstrated ability to plan and execute conferences for a minimum of 150 participants; and readiness to have staff certified by the Weikart Center Forum for Youth Investment and begin Program Quality Assessment observations and site visits no later than February 2027. All deliverables must comply with Sections 504 and 508 of the Rehabilitation Act and WCAG 2.2 AA standards.
The scope encompasses developing and sustaining a comprehensive professional development and learning system for 70–90 afterschool and summer programs across 18 sub-grantees operating 86 program sites. Key deliverables include conducting external Program Quality Assessment observations at all sites twice annually (30–50 observations annually), providing evidence-based self-assessments for annual completion, conducting local site visits based on assessment scores and training needs, delivering virtual and in-person technical assistance on requested topics, planning and executing at least one annual in-person conference for 100–300 participants, and providing monthly check-ins with the 21st CCLC Specialist. The contractor must not handle student-level data; any inadvertent collection must be immediately destroyed and reported. All costs are all-inclusive; the contractor arranges and pays for its own transportation, meals, and lodging.
The maximum contract budget is $1.3 million over five years ($260,000 per year), though this amount is not guaranteed and the contractor is not required to expend the entire allocation. Cost proposals exceeding the maximum will be deemed non-responsive and ineligible for award. Evaluation comprises technical criteria (900 points), interview or presentation (200 points), and cost proposal (400 points), totaling 1,500 points. A minimum score of 65 percent on technical criteria and 65 percent on interview components is required. Cost scoring awards full points to the lowest-cost offeror; offerors whose cost exceeds double the lowest receive no points. Proposals must be submitted electronically through Utah Public Procurement Place with cost proposals on the designated Cost Proposal Form and separate from technical proposals.
