Summary of Mandatory Minimum Requirements Document

This document outlines the mandatory minimum requirements for respondents to the Utah State Board of Education's Request for Proposals (Solicitation # USBE-AR27162-RFP) for Technical Assistance for 21st Century Community Learning Centers Grantees. The RFP seeks a qualified contractor to develop and sustain a comprehensive professional development and learning system serving 70-90 afterschool and summer programs over a five-year contract period. The solicitation anticipates a single contract award to the responsive and responsible offeror with the highest evaluation score. While specific response dates, site visits, and bidder's conferences are not detailed in this file excerpt, the contract resulting from this procurement is structured for five years with a maximum budget of $1,300,000.00, though USBE reserves the right to terminate the contract at any time in accordance with Utah's Standard Terms and Conditions.

The mandatory minimum requirements establish baseline qualifications and capabilities that prospective offerors must demonstrate to be considered for award. These requirements likely address organizational capacity, relevant experience with professional development systems, technical expertise in supporting community learning centers, and compliance with procurement regulations under the Utah Procurement Code and Utah Administrative Code. Funding for this contract is provided through the 21st Century Community Learning Centers federal grant program. Offerors must meet all mandatory minimums to advance in the evaluation process, as failure to satisfy these baseline criteria results in proposal rejection regardless of scoring on other evaluation factors.
