Scope of Work Summary
This is a Scope of Work document for a Request for Proposals issued by the Utah State Board of Education (USBE) to provide technical assistance for 21st Century Community Learning Centers (21st CCLC) grantees. USBE seeks an educational partner to develop and sustain a comprehensive professional development and learning system serving 70-90 afterschool and summer programs across 18 current sub-grantees operating 86 program sites. The primary services requested include conducting external Program Quality Assessment (PQA) observations at all program sites twice during each grant cycle (averaging 30-50 observations annually), providing evidence-based self-assessments for sub-grantees to complete annually in fall, conducting local site visits based on PQA scores and training needs, delivering virtual and in-person technical assistance on requested topics, planning and executing at least one annual in-person conference for 100-300 participants, and providing monthly check-ins with the 21st CCLC Specialist. The vendor must ensure staff certification by the Weikart Center Forum for Youth Investment. Key deadlines include a February 28, 2026 kickoff meeting, March 1, 2026 staff certification completion, May 28, 2026 completion of PQA observations for the 2026-2027 school year, and October 31 annual deadlines for collecting self-assessments. The contract term is five years with an anticipated single award to the highest-scoring responsive and responsible vendor.
The maximum contract budget is $260,000 per year for a total of $1,300,000 over the five-year contract period; however, this amount is not guaranteed annually and vendors are not required to expend the entire allocation. All costs must be all-inclusive, with vendors responsible for arranging and paying for their own transportation, meals, and lodging for meetings and engagements. The vendor will collect program-level data annually but must not handle student-level data; any inadvertent collection of student data must be immediately destroyed and reported to USBE. Invoicing must be submitted electronically to USBE's accounts payable email with required documentation including contractor name, invoice number, contract number, dates of service, and itemized descriptions. USBE reserves the right to withhold payments, request repayment for incorrect invoicing, and terminate the contract at any time per Utah state standard terms and conditions.
