About this file
This is an evaluation score sheet for a Request for Proposals (RFP) issued by the Utah State Board of Education (USBE) for Technical Assistance for 21st Century Community Learning Centers Grantees. The RFP seeks a qualified contractor to develop and sustain a comprehensive professional development and technical assistance system serving 70-90 afterschool and summer programs across Utah. The contract is anticipated to result in a single award to the highest-scoring responsive and responsible offeror and will have a five-year term. Key mandatory minimum requirements include five years of experience providing professional development and technical assistance to afterschool and summer programs; experience collecting and analyzing program data while protecting student-level information; experience providing professional development on topics related to afterschool and summer programs; and demonstrated ability to plan and execute conferences for a minimum of 150 participants. Offerors must also show readiness to have staff certified, begin PQA observations, and conduct site visits no later than February 2027, and all deliverables must comply with Sections 504 and 508 of the Rehabilitation Act and WCAG 2.2 AA standards.
The evaluation utilizes a scored approach with technical criteria weighted at 900 total points across nine sections, interview/presentation points valued at 200 points, and cost proposal points valued at 400 points, for a combined total of 1,500 points. A minimum score of 65 percent on technical criteria (585 points) and 65 percent on interview/presentation components (130 points) is required to pass evaluation phases. The cost scoring formula awards the full 400 points to the offeror with the lowest total cost for the contract duration, with other offerors receiving proportional points based on their cost relative to the lowest bid; offerors whose proposed cost exceeds double the lowest cost receive no points. The maximum contract budget is $1,300,000 for the five-year period. The evaluation score sheet indicates that all offeror submissions scored zero points at the time of this document's creation, suggesting this represents a blank template prior to proposal evaluation.

The offeror with the Lowest Total Cost will receive 100% of the price points. All other offerors will receive a portion of the total cost points based on what percentage higher their Proposed Total Cost is than the Lowest Total Cost. An offeror whose Proposed Total Cost is more than double (200%) the Lowest Total Cost will receive no points.
