About this opportunity

The City of Bridgeport is procuring comprehensive construction services for the Runway 11-29 Rehabilitation and Airport Terminal Parking Lot Rehabilitation project at Sikorsky Memorial Airport (BDR) in Stratford, Connecticut, through an Invitation for Bid (IFB APB034263) administered by the Department of Public Purchases. The project encompasses mill and overlay rehabilitation of Runway 11-29, taxiway rehabilitation (Taxiways D, H, E, K, J, and A), removal of deteriorated runway shoulders, replacement of runway light fixtures and electrical systems, underground electrical duct banks and power cable installation, runway and taxiway markings, drainage infrastructure improvements, and mill and overlay of the terminal loop road and parking lots across seven phased construction areas. Deliverables include a Contractor Quality Control Program, Safety Plan Compliance Documents, as-built drawings, comprehensive field office operations, construction engineering services, maintenance of traffic controls, project security, stormwater pollution control implementation, and a one-year construction warranty from the date of final acceptance. The base bid work is scheduled for 90 consecutive calendar days from the Notice to Proceed, with optional alternates adding a maximum of 30 additional days, for a total possible contract duration of 120 calendar days. Qualified contractors must be licensed in Connecticut, possess valid SAM, DUNS, Connecticut, and Federal Tax ID numbers, perform at least 25 percent of the work with their own organization, maintain comprehensive insurance coverage including $2,000,000 general liability aggregate and $5,000,000 umbrella/excess liability, and comply with Connecticut prevailing wage rates established by the Connecticut Department of Labor effective January 26, 2026, with classifications ranging from $21.42 to $59.91 per hour plus fringe benefits of $13.95 to $43.62 per hour. Electronic bid submissions are required through the City's OpenGov Procurement Portal (https://procurement.opengov.com/portal/bridgeportct) with a deadline of 2:00 p.m. Eastern Standard Time on Thursday, March 19, 2026; the written question submission cutoff is 4:00 p.m. on Friday, February 20, 2026, with all answers published as addenda; a mandatory pre-bid conference is required to discuss material requirements, quality control procedures, construction safety and phasing plans, and airport access procedures; and bidders must conduct site visits during normal working hours by contacting the owner to schedule appointments.

This procurement is subject to a Disadvantaged Business Enterprise (DBE) program set-aside of eight percent of the contract cost, with federal requirements superseding all state and local requirements. Bid security in the amount of 10 percent of the maximum bid price (certified check, bank money order, or bid bond) is required, along with performance bonds, payment bonds, and a maintenance bond each at 100 percent of the contract amount (except the maintenance bond at 25 percent). Liquidated damages are assessed at $500 per day for individual phase milestones and $1,500 per day for overall construction completion delays, with mobilization limited to 10 percent of total project cost. The contract award will be made to the responsible bidder submitting the lowest responsive bid that is most advantageous to the City considering cost, resources, equipment availability, and other specified factors. Contractors must comply with all FAA regulations including the Construction Safety and Phasing Plan requirements, Connecticut Department of Transportation specifications, and all applicable federal, state, and local regulations; must provide monthly progress payments with a 5 percent retainage held until final acceptance; and must submit within five days of bid opening a list of proposed subcontractors for fencing work, subject to owner approval. The specific award value or budget range is not disclosed in the bidding documents, but the project encompasses substantial infrastructure rehabilitation work with 33 base pay items and six additional bid alternates for loop road construction and five separate parking lot rehabilitation phases.
