Electronic bid submissions are required through the City's OpenGov Procurement Portal (https://procurement.opengov.com/portal/bridgeportct) with a deadline of 2:00 p.m. Eastern Standard Time on Thursday, March 19, 2026. The written question submission cutoff is 4:00 p.m. on Friday, February 20, 2026, with answers published as addenda. Bidders must conduct site visits during normal working hours by contacting the owner to schedule appointments. Contractors must be licensed in Connecticut and possess valid SAM, DUNS, Connecticut, and Federal Tax ID numbers.

Bid security of 10 percent of the maximum bid price is required, along with performance bonds, payment bonds, and a maintenance bond each at 100 percent of the contract amount, except the maintenance bond at 25 percent. The contract is subject to an eight percent Disadvantaged Business Enterprise (DBE) program set-aside, with federal requirements superseding state and local requirements. Contractors must perform at least 25 percent of the work with their own organization and maintain comprehensive insurance coverage including $2,000,000 general liability aggregate and $5,000,000 umbrella/excess liability. Connecticut prevailing wage rates established by the Connecticut Department of Labor effective January 26, 2026, apply, with classifications ranging from $21.42 to $59.91 per hour plus fringe benefits of $13.95 to $43.62 per hour. Monthly progress payments will be issued with a 5 percent retainage held until final acceptance. Liquidated damages are assessed at $500 per day for individual phase milestones and $1,500 per day for overall construction completion delays. The contract award will be made to the responsible bidder submitting the lowest responsive bid that is most advantageous to the City. Contractors must submit within five days of bid opening a list of proposed subcontractors for fencing work, subject to owner approval, and must comply with all FAA regulations, Connecticut Department of Transportation specifications, and applicable federal, state, and local regulations. Deliverables include a Contractor Quality Control Program, Safety Plan Compliance Documents, as-built drawings, comprehensive field office operations, construction engineering services, and a one-year construction warranty from the date of final acceptance.
