About this opportunity
Connecticut Department of Administrative Services (DAS) Construction Services is soliciting lump-sum bids under Invitation to Bid BI-MH-134 for renovation of the CVH Old Power Plant on Holmes Drive in Middletown, with a mandatory pre-bid meeting on November 19, 2026 at 11:00 a.m. and bids due December 16, 2026 at 10:00 a.m. ET. Bidders must attend and register at the pre-bid meeting at Shew Hall, 28 Harvey Drive, Middletown, or their bids will be rejected as non-responsive. Bidders whose bids exceed $1,000,000 must also be prequalified by DAS for General Building Construction (Group B).
Bidders must make good faith efforts to award 8.30% of work to Small Business Enterprise subcontractors and 5.22% to Minority Business Enterprise subcontractors. The solicitation document states it does not indicate set-asides for disadvantaged or minority-owned businesses.
The work covers renovation of an existing power plant at Connecticut Valley Hospital, prepared in coordination with the Department of Mental Health and Addiction Services. Scope includes selective demolition, cast-in-place concrete and reinforcing, precast concrete hollow core planks, structural steel, roof and deck insulation, fully adhered white EPDM roofing, sheet metal, joint sealants, chain link fencing, and site turf. Drawings call for removing an existing 9-inch concrete roof slab and installing 12-inch precast planks with 2-inch topping slabs. The facility remains operational, so the contractor must coordinate with the owner, provide temporary weather protection, and follow hazardous material protocols in the available hazmat reports. Macchi Engineers, LLC of Hartford is the architect/engineer.
The estimated cost range is $757,138 to $825,833. Substantial completion is due within 240 calendar days, followed by 90 days for final acceptance. Liquidated damages are $1,639 per calendar day beyond substantial completion and $1,498 per calendar day beyond the 90-day acceptance period. Prevailing wage under Connecticut General Statutes 31-53 applies. The project carries no federal financial assistance and no Project Labor Agreement. Required bid submissions include a Campaign Contribution Certification, a DAS General Contractor Bidder's Qualification Statement, a Certificate of Authority, a bid bond or certified check equal to 10% of the bid, and named subcontractors for classes of work exceeding $100,000. Subcontractors with subcontracts above $1,000,000 must hold DAS prequalification. Bids remain valid for 90 calendar days after opening, and the apparent low bidder must execute the contract within 15 calendar days of receiving a Letter of Intent.
Bids are submitted electronically through CTsource. Questions are due 14 calendar days before bid opening. Bid results post approximately two days after opening. The source names no incumbent and no evaluation criteria beyond low-bid award.
