Runway 11-29 Rehabilitation and Airport Terminal Parking Lot Rehabilitation – Plans Document
This is a project plans document prepared for the City of Bridgeport, Connecticut Department of Public Purchases for the Runway 11-29 Rehabilitation and Airport Terminal Parking Lot Rehabilitation project at Sikorsky Memorial Airport. The project encompasses mill and overlay rehabilitation of Runway 11-29, taxiway rehabilitation across six taxiways (D, H, E, K, J, and A), removal of deteriorated runway shoulders, replacement of runway light fixtures and electrical systems, installation of underground electrical duct banks and power cables, runway and taxiway markings, drainage infrastructure improvements, and mill and overlay of the terminal loop road and parking lots across seven phased construction areas. Electronic bid submissions are required through the City's OpenGov Procurement Portal by 2:00 p.m. Eastern Standard Time on Thursday, March 19, 2026. Written questions must be submitted by 4:00 p.m. on Friday, February 20, 2026, with all answers published as addenda. A mandatory pre-bid conference will address material requirements, quality control procedures, construction safety and phasing plans, and airport access procedures. Site visits are available during normal working hours by appointment. The base bid work is scheduled for 90 consecutive calendar days from the Notice to Proceed, with optional alternates adding a maximum of 30 additional days for a total possible contract duration of 120 calendar days.
Qualified contractors must be licensed in Connecticut, possess valid SAM, DUNS, Connecticut, and Federal Tax ID numbers, and perform at least 25 percent of the work with their own organization. Contractors must maintain comprehensive insurance coverage including $2,000,000 general liability aggregate and $5,000,000 umbrella/excess liability coverage. Connecticut prevailing wage rates established by the Connecticut Department of Labor effective January 26, 2026 apply, with classifications ranging from $21.42 to $59.91 per hour plus fringe benefits of $13.95 to $43.62 per hour. Bid security of 10 percent of the maximum bid price is required, along with performance bonds, payment bonds, and a maintenance bond each at 100 percent of the contract amount (except the maintenance bond at 25 percent). The project is subject to an eight percent Disadvantaged Business Enterprise (DBE) program set-aside with federal requirements superseding all state and local requirements. Liquidated damages are assessed at $500 per day for individual phase milestones and $1,500 per day for overall construction completion delays. Monthly progress payments are provided with five percent retainage held until final acceptance. Contractors must submit a list of proposed subcontractors for fencing work within five days of bid opening, subject to owner approval. The contract award will be made to the responsible bidder submitting the lowest responsive bid that is most advantageous to the City.
