About this file

This is a signed plans document related to an Invitation for Bid issued by the City of Bridgeport, Connecticut, Department of Public Purchases, for comprehensive airport infrastructure rehabilitation at Sikorsky Memorial Airport. The project encompasses mill and overlay rehabilitation of Runway 11-29 and associated taxiways (D, H, E, K, J, and A), removal of deteriorated runway shoulders, replacement of runway light fixtures and electrical systems, installation of underground electrical duct banks and power cables, runway and taxiway markings, drainage improvements, and mill and overlay of the terminal loop road and parking lots across seven phased construction areas. The procurement requires qualified Connecticut-licensed contractors to submit electronic bids through the City's OpenGov Procurement Portal by 2:00 p.m. Eastern Standard Time on Thursday, March 19, 2026. A written question submission cutoff is set for 4:00 p.m. on Friday, February 20, 2026, with answers published as addenda. A mandatory pre-bid conference will address material requirements, quality control procedures, construction safety and phasing plans, and airport access procedures. Bidders must conduct site visits during normal working hours by scheduling appointments with the owner. The base bid work is scheduled for 90 consecutive calendar days from the Notice to Proceed, with optional alternates potentially extending the contract up to 120 calendar days total.

Bid security of 10 percent of the maximum bid price is required, with performance bonds, payment bonds, and maintenance bonds each at 100 percent of the contract amount (except the maintenance bond at 25 percent). Contractors must maintain comprehensive insurance coverage including $2,000,000 general liability aggregate and $5,000,000 umbrella/excess liability coverage. The project is subject to an eight percent Disadvantaged Business Enterprise (DBE) program set-aside, with federal requirements superseding state and local requirements. Connecticut prevailing wage rates established by the Connecticut Department of Labor, effective January 26, 2026, apply, with hourly classifications ranging from $21.42 to $59.91 plus fringe benefits of $13.95 to $43.62 per hour. Qualified contractors must perform at least 25 percent of the work with their own organization and possess valid SAM, DUNS, Connecticut, and Federal Tax ID numbers. Monthly progress payments are made with 5 percent retainage held until final acceptance. Liquidated damages are assessed at $500 per day for individual phase milestones and $1,500 per day for overall construction completion delays, with mobilization limited to 10 percent of total project cost. The contract award will be made to the responsible bidder submitting the lowest responsive bid most advantageous to the City considering cost, resources, equipment availability, and other specified factors.
