About this file

This is an Invitation for Bid (IFB) document issued by the City of Bridgeport, Connecticut, Department of Public Purchases, for comprehensive construction services at Sikorsky Memorial Airport. The project encompasses mill and overlay rehabilitation of Runway 11-29, taxiway rehabilitation across six taxiways (D, H, E, K, J, and A), removal of deteriorated runway shoulders, replacement of runway light fixtures and electrical systems, installation of underground electrical duct banks and power cables, runway and taxiway markings, drainage infrastructure improvements, and mill and overlay of the terminal loop road and parking lots. The project is divided into seven phased construction areas with 33 base pay items and six additional bid alternates for loop road and parking lot rehabilitation. Electronic bid submissions are required through the City's OpenGov Procurement Portal with a deadline of 2:00 p.m. Eastern Standard Time on Thursday, March 19, 2026. The written question submission cutoff is 4:00 p.m. on Friday, February 20, 2026, with all answers published as addenda. A mandatory pre-bid conference will be held to discuss material requirements, quality control procedures, construction safety and phasing plans, and airport access procedures. Bidders must conduct site visits during normal working hours by contacting the owner to schedule appointments. The base bid work is scheduled for 90 consecutive calendar days from the Notice to Proceed, with optional alternates adding a maximum of 30 additional days for a total possible contract duration of 120 calendar days.

Qualified contractors must be licensed in Connecticut and maintain comprehensive insurance coverage including $2,000,000 general liability aggregate and $5,000,000 umbrella/excess liability, with performance and payment bonds each at 100 percent of the contract amount and a maintenance bond at 25 percent. Bid security of 10 percent of the maximum bid price is required. A Disadvantaged Business Enterprise (DBE) program set-aside of eight percent of the contract cost applies, with federal requirements superseding all state and local requirements. Contractors must comply with Connecticut prevailing wage rates established by the Connecticut Department of Labor effective January 26, 2026, ranging from $21.42 to $59.91 per hour plus fringe benefits of $13.95 to $43.62 per hour. Contractors must perform at least 25 percent of the work with their own organization and submit a list of proposed subcontractors for fencing work within five days of bid opening, subject to owner approval. Monthly progress payments will be made with a 5 percent retainage held until final acceptance. Liquidated damages are assessed at $500 per day for individual phase milestones and $1,500 per day for overall construction completion delays, with mobilization limited to 10 percent of total project cost. A one-year construction warranty from the date of final acceptance is required.
