About this opportunity
Melvindale Northern Allen Park Public Schools (MELNAP) is requesting sealed bids for built-up roofing replacement at two elementary schools — Allendale Elementary School and Rogers Early Elementary School — with bids due October 14, 2026, at 11:00 a.m., and a mandatory pre-bid meeting on September 30, 2026, at 9:00 a.m.
The scope covers complete roof tear-off and replacement at both facilities. Allendale Elementary (3201 Oakwood Blvd, Melvindale, Michigan 48122) includes ten roof areas totaling 25,930 square feet with Base Bid #1 specifying BURmastic 200 cold-applied built-up asphalt roofing on existing metal deck and cementitious wood fiber deck substrates. Rogers Early Elementary School (5000 Shenandoah Ave, Allen Park, Michigan 48101) includes three roof areas totaling 24,545 square feet with Base Bid #2 specifying THERMastic 80 hot-applied built-up roofing on gypsum deck substrates. Both systems require polyisocyanurate insulation with cover board, stone aggregate surfacing, base flashings, and sheet metal trim work. Tremco CPG Inc. is specified as the roofing system manufacturer with Luke Idoni as Field Advisor for technical direction. All work must comply with NRCA and SMACNA standards, FM Approvals testing, and ANSI/SPRI/FM 4435 ES-1 wind uplift standards. Work is restricted to 7:00 a.m.–5:00 p.m., Monday through Friday, with 72-hour advance notice required for activities affecting school operations. A preliminary roofing conference is mandatory before removal work begins.
Bidders must submit unit pricing for deck material replacement, nailer replacement (2×4, 2×6, and 2×8 lumber), and related items. A material escalation allowance of $75,000 is required, used only for documented material cost increases post-bid and approved by the owner, with unused amounts reverting to the owner. A bid guarantee equal to five percent of the base bid amount (cash, cashier's check, certified check, money order, or bid bond) is due within ten days of award notice. The contractor must execute the contract within ten days if offered within 60 days of bid receipt. Work must be completed by August 20, 2027. The roofing system includes a 20-year manufacturer warranty and a 2-year installer warranty, with required manufacturer inspections in years 2, 5, 10, and 15. Contractors must register with Michigan's Labor and Economic Opportunity Wage and Hour division and obtain a State Project Registration before submitting bids; failure to provide the SPR renders bids non-responsive. Prevailing wage rates apply. Bidders must acknowledge receipt of addenda, confirm duly licensed contractor status in Michigan, submit a Familial Relationship Disclosure Statement, and execute an Affidavit of Compliance (Iran sanctions). Attendance at the mandatory pre-bid meeting is required; bids from non-attendees will be deemed non-responsive.
