About this opportunity

The City of Atlanta, through the Atlanta Department of Transportation (ATLDOT), is conducting a multi-step sealed bid procurement process to select a qualified vendor to provide comprehensive parking and curb management services. This procurement encompasses approximately 2,700 metered parking spaces managed by approximately 300 Flowbird multi-space parking kiosks, along with citation issuance, booting and towing operations, parking revenue collection, residential parking permit program administration, signage and equipment maintenance, and customer service and data reporting functions. Qualified vendors must demonstrate a minimum of four years of experience managing full-service on-street parking and curb management programs within the five years preceding proposal submission and must possess operational capacity to support revenue collection, transaction processing, reporting, system reliability, and customer service requirements. Key deliverables include payment systems, permit and citation management support, enforcement-related tools, technology integration, maintenance services, and compliance with federal, state, and local laws and regulations, including Payment Card Industry (PCI) compliance standards. The procurement process includes a prequalification phase followed by an Invitation for Bid (IFB), with a Pre-Solicitation Conference to be noticed and held to provide additional details. The pre-advertisement notice was posted on April 14, 2026, with a deadline of May 12, 2026.

The procurement documentation does not specify set-aside designations or restrictions on organization types eligible to respond. Compensation is structured as a share of Net Operating Income (NOI), calculated as Gross Revenue minus Allowable Operating Expenses, with the City retaining 90 percent of NOI up to $5 million and 95 percent of NOI above $5 million, while the service provider receives the remaining 10 percent and 5 percent respectively. A temporary base compensation floor provides $400,000 in Contract Year 1 and $300,000 in Contract Year 2, with no minimum compensation thereafter. The contract includes a Performance Reserve program offering additional compensation for sustained NOI growth and operational excellence, with tiered reserve rates (40 percent for the first $500,000 of incremental NOI declining to 10 percent for incremental NOI above $2 million) and performance multipliers up to 1.25x for enhanced performance achievements. Based on recent operating data, the program generated approximately $15.5 million in gross annual revenue ($7.05 million from meter revenue and $8.45 million from citation revenue) with estimated operating expenses of $5.28 million and approximately 173,000 parking citations annually. The initial contract term is three years with City options to extend for up to two additional two-year renewal terms, for a total potential contract duration of seven years, and the City retains exclusive ownership of all data and full audit rights.
