About this opportunity
The City of Atlanta, Department of Watershed Management, is conducting a two-phase sealed bid process beginning with prequalification, followed by an Invitation for Bids for maintenance services on approximately four miles of permeable paver streets, with the prequalification phase due November 2, 2026.
To qualify, vendors must demonstrate a minimum of five years of relevant experience in permeable paver installation and maintenance, regenerative air vacuum sweeping, and underground infrastructure repairs. Prequalification submissions require an organizational chart and resumes for key project personnel, documentation of two completed or current projects of similar scope and complexity within the last two years, and evidence of an established safety program with required safety record documentation.
The scope covers operations and maintenance of permeable paver infrastructure, including quarterly surface sweeping using regenerative air vacuum equipment, vegetation removal, replacement and resetting of pavers, drainage inspections and cleaning, repairs to sinkholes and depressions, stormwater structure repairs, and sewer, water, and other infrastructure repairs as required. The cost proposal itemizes 59 line items across maintenance activities, earthwork, paving and concrete work, stone and aggregate materials, erosion and sediment control, and stormwater infrastructure. Bidders must provide complete unit pricing for each line item; failure to do so results in a non-responsive proposal. Mobilization and demobilization costs are capped at no more than five percent of the total contract value. All costs must include furnishing all products, materials, and equipment necessary to complete and put into operation the maintenance services in accordance with City of Atlanta drawings, specifications, and standards.
A Pre-Solicitation Conference will be noticed separately to provide additional details and answer questions from interested vendors. Place of performance is the City of Atlanta, Georgia.
Opportunity text
The City of Atlanta, on behalf of the Department of Watershed Management, will shortly undergo a Multi-Step Sealed Bid process comprised of a prequalification phase as the initial step, followed by an Invitation for Bids for the procurement of qualified suppliers to provide maintenance services for permeable pavers. The work includes operations and maintenance of approximately four miles of permeable paver streets, quarterly surface sweeping using a regenerative air vacuum, and repair of underground infrastructure as needed. Interested vendors during the prequalification phase will be evaluated based on their demonstrated experience with the installation and maintenance of permeable paver streets, regenerative air vacuum sweeping, and underground infrastructure repairs. Vendors must demonstrate a minimum of five years of relevant experience, provide an organizational chart and resumes for key project personnel, and identify two completed or current projects within the last two years that are similar in scope and complexity. Vendors must also demonstrate an established safety program and provide the required safety record information. The City's expectation is that the selected supplier will provide safe, effective, and responsive maintenance services that support the continued performance and condition of the City's permeable paver infrastructure. Services may include regenerative air vacuum sweeping, vegetation removal, replacement and resetting of pavers, drainage inspections and cleaning, repairs to sinkholes and depressions, stormwater structure repairs, and sewer, water, and other infrastructure repairs as required. A Pre-Solicitation Conference will be noticed and held to provide additional details and answer questions from interested vendors. We look forward to your participation.
