About this opportunity

The Texas Health and Human Services Commission (HHSC) is requesting proposals for Oracle Enterprise Product Licenses and Maintenance Services to support HHSC, the Department of State Health Services (DSHS), the Department of Family and Protective Services (DFPS), and the Texas Integrated Eligibility Redesign System (TIERS), with proposals due October 5, 2026 at 10:30 AM Central Time. An optional pre-proposal conference is scheduled for September 4, 2026. A mandatory Subcontracting Plan with a VetHUB utilization goal of 21.1% is required for all respondents, regardless of VetHUB certification status; failure to submit a completed plan results in disqualification.

The scope encompasses an Unlimited License Agreement (ULA) for Oracle software products in server-side and desk-side environments across 28 existing products (Database Enterprise Edition, WebLogic Suite, SOA Suite, WebCenter Portal, GoldenGate, and related security, compliance, and management solutions) along with comprehensive maintenance, technical support, inventory true-up within 30 days of contract execution, quarterly key personnel contact submissions, biweekial technical meetings, and disaster recovery capabilities. Service-level requirements mandate two-hour response times for critical incidents and one-business-day response for non-critical incidents. The contractor must maintain all confidential information within the contiguous United States and comply with specified insurance requirements including $5 million cyber/privacy liability, $5 million technology professional liability, and $5 million umbrella liability.

Historical annual compensation has been approximately $8 million per State Fiscal Year; HHSC makes no guarantee of volume or total compensation. The contract term is five years with no optional renewal, with an anticipated award in July 2027 and effective date of August 2027. Pricing must remain firm and constant throughout the contract term, with demonstrated cost savings carried forward year-over-year. Evaluation criteria are Qualifications and Experience (20%), Narrative Proposal (40%), and Cost (40%). Respondents must demonstrate at least three years of business experience with Oracle products, financial solvency, and audited financial statements for fiscal years 2023, 2024, and 2025. All responses must include completed Data Use Agreement compliance certifications, cybersecurity and NIST 800-53 attestations, and HHS Solicitation Affirmations. A Certification Regarding Lobbying and FFATA Certification are also mandatory. Evaluations will occur October through November 2026, with contract performance commencing August 2027.
