About this opportunity

East Texas A&M University is requesting qualifications for on-call marketing services under RFQ-26-0003, with submissions due July 23, 2026 at 2:00 p.m. Central Time. A VetHUB participation goal of 2% is mandatory.

The scope encompasses audience research, direct and target-audience marketing, marketing and campaign development, public relations and earned media support, media buying, creative and content development, brand platform development, digital and web strategy, social media management, analytics and performance measurement, event activation support, and project management. Firms need not offer all services but must identify areas of specialization. All deliverables must comply with ETAMU brand guidelines and accessibility requirements and receive approval from the Chief Marketing Officer or designee. Ownership of all work products transfers to ETAMU upon completion and payment.

Selected firms will be engaged on an as-needed basis for projects with 90-day delivery timelines and varying scope and complexity. The initial term runs three years, with options to renew for up to two additional one-year terms under mutually agreed terms. ETAMU intends to qualify multiple firms to ensure adequate coverage.

Respondents must submit qualification statements limited to 40 pages, including three representative project examples, company background addressing litigation history, financial status, and insurance claims, and disclosure of any relationships with A&M System employees. Comprehensive pricing proposals must include hourly fee schedules and estimated service costs. Questions are due July 8, 2026; responses will be released July 17, 2026. Selection of qualified vendors is anticipated for August 2026, with agreement effective September 1, 2026. Respondents must carry Workers' Compensation ($1,000,000), Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Business Auto Liability ($1,000,000 single limit), and Professional Liability/Errors and Omissions ($1,000,000 per occurrence / $2,000,000 aggregate). Standard state certifications regarding debarment, non-collusion, conflict of interest, and federal and state regulatory compliance are required. Contact Travis A. Ball, MSc, CTCD, at Travis.Ball@etamu.edu or 903-886-5060.
