About this opportunity

Kissimmee Utility Authority is requesting proposals for janitorial services at four facilities — JCW Administration Building, Lackey Service Center, Fleet Services, and Davis Operations Center — with proposals due July 28, 2026 at 2:00 PM EST under RFP 26-041-SH. A mandatory pre-bid conference and site visit were held July 9, 2026 at 10:00 AM; questions were due July 17 at 2:00 PM EST.

Services include routine daily, weekly, monthly, quarterly, and semi-annual deep cleaning (carpet steam cleaning, floor machine scrubbing, interior window cleaning) performed Monday through Friday during a 6:00 PM to 12:00 AM service window after normal business hours. KUA provides all cleaning equipment and supplies for daily and weekly services; contractors must supply their own equipment and products for semi-annual deep-cleaning tasks. The total scope covers 74,465 square feet across all four facilities. A minimum of eight personnel is required to perform services, though the supervisor or working supervisor may be counted as one of the eight. Interior and exterior surfaces of front glass entrance doors at Carroll Street and Lackey buildings must be cleaned; exterior window cleaning is not included.

The initial contract term runs three years with two optional one-year renewal periods, for a potential five-year total commencing January 1, 2027. KUA has disclosed an annual budget of $160,000 for informational purposes; the estimated contract value range is Service Tier A (less than $250,000). Pricing must be submitted as firm fixed monthly rates for each location across all five contract years on Exhibit A. Award will be made to the highest-ranked responsive and responsible proposer in accordance with published evaluation criteria — pricing structure, response time, quality of workmanship, capabilities and experience, financial capability, and exceptions to KUA's standard terms — not solely on lowest price. The incumbent contractor's current contract extends through December 31, 2026. No bid bond or performance bond is required. Contractors may utilize subcontractors if identified in the proposal and the prime remains fully responsible. Seven addenda have been issued, with Addendum No. 7 (July 23) being the most recent; all addenda must be acknowledged and returned with bid responses.
