About this file

This is Addendum No. 5 to Request for Proposal 26-041-SH issued by the Kissimmee Utility Authority (KUA) on July 8, 2026, regarding Janitorial Services. The addendum clarifies key requirements for proposers submitting bids for janitorial services at KUA facilities, including the JCW Administration Building, Lackey Service Center, Fleet Services, and Davis Operations Center. Services encompass routine daily and weekly cleaning performed after normal business hours, as well as semi-annual deep-cleaning tasks including carpet steam cleaning, floor machine scrubbing, and interior window cleaning. The addendum supersedes previous instructions and must be acknowledged and returned with all bid responses. Proposers are required to confirm compliance with the additions and revisions outlined in this addendum.

The addendum provides critical pricing and scope clarifications, including a completely revised Exhibit A Price Sheet dated July 8, 2026, requiring proposers to price only the full scope of services against a $160,000 budget rather than separately pricing tiered service levels. KUA will provide all necessary equipment and supplies for daily and weekly cleaning services; however, proposers must supply their own equipment and products for semi-annual deep-cleaning requirements. The solicitation requires a minimum of four references demonstrating similar contract size, scope, and complexity, though proposers without four individual contracts of comparable size may submit the references that best demonstrate their firm's experience, which KUA will evaluate in accordance with established evaluation criteria. The contract term is five years, as indicated by the pricing sheet reference to a "Grand Total (5 Years)."

ADDENDUM #5

Bidders are hereby notified that this addendum shall be made a part of the above-named Request for Proposal and agreement documents. The items listed below are issued to add, modify, and/or clarify the solicitation document and agreement documents. The items shall have the same force and effect as the original bidding and agreement documents, and cost involved shall be included in the bid pricing.

Bids, to be submitted, shall confirm with the addition and revision listed herein. Return this sheet with your bid response.

I. QUESTIONS

Q1. On the Exhibit A Price Sheet, we're asked to enter pricing for Level 1, Level 2, and Level

3. Level 3 already includes all the work listed in Level 1 and Level 2 (it's the full scope). But the "Grand Total (5 Years)" on the Pricing Sheet tab adds Level 1 + Level 2 + Level 3 together.

Since Level 3 already contains everything in the other two, adding all three together would count the daily cleaning work three times. Can you please confirm: Should we only fill in pricing for Level 3, since that's the full scope of work? Or do you want us to price all three levels for some other reason? We want to make sure we're pricing this correctly against the $160,000 budget.

A1. KUA has completely revised the Exhibit A Price Sheet to simplify the pricing requirements. Please refer to the revised Exhibit A Price Sheet dated 07/08/2026 and provide pricing for the FULL SCOPE of services.

Q2. The RFP says KUA provides all cleaning equipment and supplies for daily and weekly cleaning. But it also says the winning bidder must provide their own equipment and products for the semi-annual carpet cleaning and floor scrubbing work. Can you confirm: for the semi-annual deep-cleaning tasks (carpet steam cleaning, floor machine scrubbing, window cleaning), does the bidder need to buy/rent their own equipment and supplies, or will KUA provide those too?

A2. KUA will provide the necessary equipment and supplies for the daily and weekly cleaning services as specified in the solicitation. The successful proposer shall provide all equipment and products required to perform the Semi-Annual Service Requirements, including carpet steam cleaning, floor machine scrubbing, and interior window cleaning, in accordance with Section 3 Scope of Services of the solicitation.

Q3. The RFP asks for 4 references from accounts that are the same size as this project. We don't currently have 4 individual accounts that big on their own. But if you add up several of our smaller accounts together, we have handled that same total amount of work. Would that count?

Or does each single reference need to be that big by itself?

A3. The solicitation requests a minimum of four (4) references for contracts of similar size, scope, and complexity. If your firm does not have four individual contracts of similar size, please submit the references that best demonstrate your firm's experience. KUA will evaluate and verify the references submitted in accordance with the evaluation criteria.

Bidder(s) must acknowledge receipt of this addendum by signing this form below and returning it with your bid response.
