About this file
This is a Notice of Intent to Award issued by the Kissimmee Utility Authority (KUA) Finance & Administration Procurement Division for RFP 26-041-SH regarding janitorial services. The solicitation sought proposals to provide janitorial services at four KUA facilities: the JCW Administration Building, Lackey Service Center, Fleet Services, and Davis Operations Center, covering a total of 74,465 square feet. Services include routine daily, weekly, monthly, quarterly, and semi-annual deep cleaning performed Monday through Friday between 6:00 PM and 12:00 AM. A mandatory pre-bid conference and site visit were held on July 9, 2026, with proposal submissions due July 28, 2026 at 2:00 PM EST. The initial contract term is three years commencing January 1, 2027, with two optional one-year renewal periods for a potential five-year total. KUA intends to award the contract to FCS Facility Services, Inc. (formerly Florida Cleaning Systems, Inc.), subject to final approval by the KUA Board of Directors.
The solicitation disclosed an annual budget of $160,000 for informational purposes, with the estimated contract value classified as Service Tier A (less than $250,000). Pricing was required as firm fixed monthly rates for each location across all five contract years. Award will be made to the highest-ranked responsive and responsible proposer based on published evaluation criteria including pricing structure, response time, quality of workmanship, capabilities and experience, financial capability, and exceptions to KUA's standard terms—not solely on lowest price. No bid bond or performance bond is required. The incumbent contractor's current contract extends through December 31, 2026. Seven addenda were issued during the solicitation period, with all addenda requiring acknowledgment and return with bid responses. Interested parties may file a written protest within seventy-two hours (excluding weekends and legal holidays) of the award posting.
