About this file
This is Addendum No. 7 to RFP 26-041-SH for Janitorial Services issued by the Kissimmee Utility Authority (KUA) on July 23, 2026. The addendum clarifies requirements for janitorial services at KUA facilities, including the JCW Administration Building, Lackey Service Center, Fleet Services, and Davis Operations Center. Services are to be performed during the 6:00 p.m. to 12:00 a.m. service window and include routine daily, weekly, and semi-annual deep-cleaning services such as carpet steam cleaning, floor machine scrubbing, and window cleaning. The addendum specifies that a minimum of eight (8) personnel are required to perform services, though work may conclude once all requirements are met before the designated service window ends. Key personnel resumes are required only for management and supervisory staff, not routine cleaning personnel. Bidders must acknowledge receipt of this addendum and return it with their bid response.
Pricing for all semi-annual deep-cleaning services must be included in the Full Scope pricing submitted on Exhibit A with no separate pricing required. KUA will provide all necessary cleaning equipment and supplies and is a tax-exempt entity. KUA maintains multiple pieces of equipment to minimize service disruptions and will provide reasonable efforts to replace any inoperable equipment quickly; contractors are not permitted or required to provide their own backup equipment and will not be compensated for doing so. The supervisor or working supervisor may be counted as one of the minimum eight personnel required. If equipment breakdown solely causes service delays, contractors will be exempt from performance penalties provided the issue is reported immediately to the KUA contract representative. During the most recent 12-month period, no additional or emergency janitorial labor hours were required beyond the regular scope of services. Interior and exterior surfaces of front glass entrance doors at the Carroll Street and Lackey buildings must be cleaned, but exterior window cleaning is not included in the scope of work.

ADDENDUM #7
Bidders are hereby notified that this addendum shall be made a part of the above-named Request for Proposal and agreement documents. The items listed below are issued to add, modify, and/or clarify the solicitation document and agreement documents. The items shall have the same force and effect as the original bidding and agreement documents, and cost involved shall be included in the bid pricing.
Bids, to be submitted, shall confirm with the addition and revision listed herein. Return this sheet with your bid response.
I. QUESTIONS
Q1. For Tab A, Section 7.2.1 item 2 requests resumes for ̀ specific individuals to be assigned to the project. Does this require full resumes for all personnel (including all cleaning staff), or only for key personnel such as the Project Manager and Area Supervisor?
A1. Provide resumes only for the key personnel who will be assigned to manage and oversee the contract, such as the Project Manager, Area Supervisor, and any other supervisory or management personnel identified in your proposal. Resumes are not required for routine janitorial staff.
Q2. The scope mentions that the following semi-annual services are required:
Carpet steam cleaning Floor machine scrubbing Window cleaning However, I was unable to find a section in the pricing forms where these services are to be priced separately. Could you please confirm whether these semi-annual deep-cleaning services should be included in the monthly janitorial pricing, or if they are intended to be quoted separately? If they are to be quoted separately, could you please advise where those prices should be submitted?
A2. The costs associated with the required semi-annual services, including carpet steam cleaning, floor machine scrubbing, and window cleaning, shall be included in the Full Scope pricing submitted on Exhibit A. These services are not intended to be priced separately.
Therefore, no separate pricing or additional pricing submission is required.
Q3. Is the contractor responsible for cleaning any exterior windows? If so, are there any exterior windows 2nd story or above?
A3. No. Exterior window cleaning is not included in the scope of work. However, the Contractor is responsible for cleaning both the interior and exterior surfaces of the front glass entrance doors at the Carroll Street and Lackey buildings.
Q4. Please confirm whether the required minimum of eight (8) personnel may complete all required services in less than the full 6:00 p.m. to 12:00 a.m. service window, provided all contract requirements are met, or whether KUA expects staffing and active work to occur throughout the entire designated service period.
A4. Yes. The Contractor shall provide a minimum of eight (8) personnel to perform the required services. Once all required services have been completed in accordance with the

Contract requirements, the Contractor is not required to remain onsite for the remainder of the designated service window.
Q5. Is KUA tax exempt?
A5. Yes. Kissimmee Utility Authority (KUA) is a tax-exempt entity.
Q6. 1. Can KUA provide the approximate number of additional or emergency janitorial labor hours requested from the incumbent contractor during the most recent 12-month period, outside the regular scope of services?
2. Since KUA will provide the equipment used for daily and weekly janitorial services, can KUA provide an inventory of the equipment that will be available to the successful contractor, including equipment type, quantity, age, and current operating condition?
3. In the event KUA-provided equipment becomes inoperable or is taken out of service for repair, will KUA provide comparable replacement equipment, and what is the expected timeframe for providing such replacement to avoid disruption of services?
4. If required services cannot be completed within the specified timeframe due to the breakdown or unavailability of KUA-provided equipment, will the contractor be exempt from any performance deductions, penalties, or non-compliance findings resulting from such equipment downtime?
5. Please confirm whether the required supervisor or working supervisor may be counted as one of the minimum eight (8) personnel required to perform janitorial services, or whether supervisory personnel must be in addition to the eight-person minimum.
6. Is the contractor required or permitted to provide its own backup equipment in the event KUA-provided equipment is unavailable, and if so, will the contractor be compensated for any additional costs associated with providing such equipment?
A6. 1. KUA did not require any additional or emergency janitorial labor hours outside the regular scope of services during the most recent 12-month period.
2. KUA will provide the successful contractor with an inventory of the available equipment and janitorial supplies, including the equipment type, quantity, and age. KUA will ensure the equipment is in proper working condition.
3. KUA will make reasonable efforts to provide replacement equipment as quickly as practicable. KUA maintains multiple pieces of equipment to minimize service disruptions. Any inoperable equipment must be reported immediately to the KUA.
4. Yes, provided the equipment issue is reported immediately to the KUA contract representative and the delay is solely attributable to the unavailability of KUA provided equipment.
5. The supervisor or working supervisor may be counted as one of the minimum eight (8) personnel required.
6. No. KUA will provide the equipment necessary to perform the services under the Contract.
The contractor will not be compensated for providing its own equipment.
