About this file

This addendum to RFP 26-041-SH modifies the Request for Proposal for janitorial services issued by the Kissimmee Utility Authority (KUA) in Florida. The addendum clarifies service requirements at four KUA facilities: the JCW Administration Building, Lackey Service Center, Fleet Services, and Davis Operations Center. Services are to be performed after normal business hours and include routine daily, weekly, and periodic cleaning. The addendum addresses key operational questions regarding subcontractor insurance requirements, handling of missed services due to facility closures or weather events, and the provision of supplies and equipment. Missed scheduled services resulting from KUA-observed holidays, planned closures, special events, or weather-related conditions shall be coordinated with the KUA Facilities Manager rather than automatically rescheduled. Floor plans will be provided to the awarded proposer, and KUA will supply cleaning products, microfiber towels, and laundry facilities, with the contractor responsible for laundering mop heads.

The addendum revises insurance requirements from Service Tier B ($250,000 to $500,000) to Service Tier A (less than $250,000), and the prime contractor must maintain the full required insurance coverage in its own company name regardless of subcontractor insurance arrangements. Insurance certificates are required upon notice of award rather than at proposal submission. In emergency conditions involving acts of nature, hurricanes, tropical storms, or other emergency situations, the contractor shall maintain communication with KUA and coordinate service resumption. Any services outside the scope of the agreement must be authorized in advance by KUA and compensated in accordance with the executed agreement or an executed amendment. Bidders must acknowledge receipt of this addendum by signing and returning the acknowledgment form with their bid response.

ADDENDUM #6

Bidders are hereby notified that this addendum shall be made a part of the above-named Request for Proposal and agreement documents. The items listed below are issued to add, modify, and/or clarify the solicitation document and agreement documents. The items shall have the same force and effect as the original bidding and agreement documents, and cost involved shall be included in the bid pricing.

Bids, to be submitted, shall confirm with the addition and revision listed herein. Return this sheet with your bid response.

I. QUESTIONS

Q1. If the proposed subcontractor carries insurance that meets or exceeds the required Service Tier B limits, including general liability, auto liability, workers’ compensation, and excess/umbrella coverage, would the subcontractor’s insurance policy be sufficient to satisfy the solicitation’s insurance requirements, provided KUA is listed as an additional insured where required? Or must the prime contractor also carry the full required insurance coverage in its own company name, separate from the subcontractor’s coverage? Additionally, please confirm whether insurance certificates are required at the time of proposal submission or only upon notice of award.

A1. The prime contractor must maintain the required Service Tier A insurance coverage in its own company name (see revised Solicitation Cover Sheet). Insurance carried solely by a subcontractor does not satisfy this requirement. Any subcontractors utilized must also maintain the applicable required insurance coverage. Insurance certificates are required upon notice of award, not with the proposal submission.

Q2. Please clarify KUA’s expectation for scheduled janitorial service days that fall on KUA-observed holidays, planned facility closures, special events, emergency closures, or weather-related closures. If a normal Monday-Friday service day is missed because KUA facilities are closed, inaccessible, or unavailable for cleaning, is the successful proposer required to make up the service on a weekend or another non-standard service day, or should the missed service be handled as directed by KUA’s Facility Manager? Additionally, in the event of an act of nature, hurricane, tropical storm, or other emergency condition, please clarify the expected order of operations for the janitorial contractor, including communication with KUA, when crews should resume service, whether emergency cleaning outside the normal scope requires prior authorization, and whether any required weekend/after-hours make-up or emergency work would be compensated under the contract’s hourly labor rate, square-foot rate, or by separate written authorization.

A2. Scheduled janitorial services impacted by KUA observed holidays, planned facility closures, special events, emergency closures, or weather-related events shall be coordinated between the KUA Facilities Manager and the Contractor. Unless otherwise requested by KUA, missed scheduled services will not be required to be performed on alternate days. The Contractor shall maintain communication with KUA during emergency conditions and resume services as coordinated with KUA. Any services outside the scope of the Agreement must be authorized by KUA in advance and shall be compensated in accordance with the executed Agreement or an executed amendment, as applicable.
