About this file
This is Addendum No. 3 to Request for Proposal 26-041-SH issued by the Kissimmee Utility Authority (KUA) on July 2, 2026, providing clarifications and answers to proposer questions regarding janitorial services. The solicitation seeks qualified firms to provide janitorial services at four KUA facilities: the JCW Administration Building, Lackey Service Center, Fleet Services, and Davis Operations Center. Services shall be performed during after-hours cleaning windows from 6:00 PM to 12:00 AM on service days and include routine daily, weekly, and periodic cleaning tasks. KUA will provide necessary cleaning equipment and supplies. The contract term consists of an initial three-year period with two optional one-year renewal periods, for a potential total of five years. Award is anticipated in October 2026 following Board approval, with services expected to commence on January 1, 2027, subject to change.
The solicitation requires a minimum of eight personnel assigned across KUA properties during the required service window, though not all eight personnel must be assigned to a single building. Proposers may submit different annual pricing for Contract Years 1 through 5 to account for anticipated wage, insurance, and operating-cost increases, with no additional price adjustment mechanism available during the initial three-year term. A disclosed annual budget of $160,000 is provided for informational purposes and does not establish a required staffing cost model or guarantee contract value. KUA currently has an incumbent contractor providing these services, with the current contract extended through December 31, 2026. Award will not be based solely on lowest price but will be made to the highest-ranked responsive and responsible proposer in accordance with published evaluation criteria in Section 3 of the solicitation. Proposers may utilize subcontractors provided they are identified in the proposal and the prime contractor remains contractually responsible for all service performance.

ADDENDUM #3
Bidders are hereby notified that this addendum shall be made a part of the above-named Request for Proposal and agreement documents. The items listed below are issued to add, modify, and/or clarify the solicitation document and agreement documents. The items shall have the same force and effect as the original bidding and agreement documents, and cost involved shall be included in the bid pricing. Bids, to be submitted, shall confirm with the addition and revision listed herein. Return this sheet with your bid response.
I. QUESTIONS
Q1. May a proposer satisfy the experience and staffing requirements through a subcontracting or teaming arrangement, provided the prime contractor remains contractually responsible for all services and identifies the subcontractor in its proposal?
A1. The solicitation permits the use of subcontractors, provided they are identified in the proposal as required. The prime contractor shall remain responsible for the performance of all services under the resulting Agreement.
Q2. Section 3 states the successful bidder shall provide a minimum of eight (8) personnel. Does this requirement mean eight personnel must be physically onsite during each nightly cleaning shift, or does it refer to personnel assigned to and available for the contract overall? If eight personnel are required onsite each night, can KUA confirm whether the disclosed annual budget of $160,000 was developed based on that staffing requirement? Can KUA provide the current staffing model used by the incumbent contractor, including the average number of personnel onsite per shift Based on the required staffing levels and service hours identified in the solicitation, proposers are attempting to understand how the disclosed annual budget of $160,000 aligns with the minimum staffing requirement of eight personnel. Please clarify whether eight personnel are required onsite each evening or assigned to the contract overall.
A2. The minimum of eight (8) personnel applies to the after-hours cleaning window of 6:00 PM to 12:00 AM on each service day. KUA is not requiring all eight (8) personnel to be assigned to one specific building; however, the Successful Bidder shall have a minimum of eight (8) personnel performing janitorial services across KUA properties during the required service window.
The disclosed annual budget is provided for informational purposes and is not intended to establish a required staffing cost model or guarantee a specific contract value.
Proposers are responsible for preparing their pricing based on the solicitation requirements, including the minimum staffing requirement, service locations, square footage, required cleaning tasks, supervision, quality control, and coverage for absences or service interruptions.

KUA is not providing the incumbent contractor's staffing model as part of this solicitation.
Proposers should rely on the requirements stated in the solicitation and submit a staffing plan demonstrating how they will meet the required scope of services.
Q3. Was there a previous incumbent? If so, can you share their price proposal? Has there been any changes to the scope from the last? Did the previous incumbent complete the project term? Is this solicitation the same length of time? If previous incumbents exist, when is the contract set to end? Is there a bid tabulation available for this solicitation? If so, could you please share a copy with us?
A3. Yes. KUA currently has an incumbent contractor providing these services.
Please refer to addendum no. 2 regarding the previous contract amount. The scope of services has not changed. The current contract was extended through December 31, 2026. This solicitation includes a three (3) year initial term with two (2) one (1) year renewal periods. Regarding the bid tabulation from the previous solicitation, KUA will process this request in accordance with applicable public records requirements. Any available records will be provided following review. For future public records requests, please contact Records@kua.com.
Q4. Is there a set budget for this solicitation?
A4. Please refer to Addendum No. 1.
Q5. Is there a projected award and start date.
A5. KUA anticipates award in October 2026 after Board approval, with services expected to begin January 1, 2027. These dates are subject to change.
Q6. Could you share the specific benchmarks used to decide this award? What core metrics or behaviors are the decision makers looking for in a winner? Is this award based on hitting specific performance and/or numbers or simply on the lowest bidder?
A6. This is a Request for Proposal and award will not be based solely on the lowest price. Proposals will be evaluated in accordance with the evaluation criteria set forth in Section 3 of the solicitation. Award will be made to the highest ranked responsive and responsible proposer based on the published evaluation criteria.
Q7. Please confirm whether proposers may submit different annual pricing for Contract Years 1 through 5 to account for anticipated wage, insurance, and operating-cost increases. If pricing must remain firm during the initial three-year term, please confirm whether any CPI-based or other price-adjustment mechanism will be available before the optional renewal periods.
A7. Yes. Proposers may submit different annual pricing for Contract Years 1 through 5 in accordance with the revised Exhibit A, Price Sheet. No additional CPI based or other price adjustment mechanism is provided during the initial three (3) year term.
