About this file
This is a Public Notice of Request for Proposal Interviews issued by the Kissimmee Utility Authority for RFP 26-041-SH regarding janitorial services. The RFP solicitation covers janitorial services at four KUA facilities: the JCW Administration Building, Lackey Service Center, Fleet Services, and Davis Operations Center, encompassing a total of 74,465 square feet. Services include routine daily, weekly, monthly, quarterly, and semi-annual deep cleaning tasks performed Monday through Friday between 6:00 PM and 12:00 AM. The original proposal submission deadline was July 28, 2026 at 2:00 PM EST, with a mandatory pre-bid conference and site visit held on July 9, 2026 at 10:00 AM. Questions were due July 17, 2026 at 2:00 PM EST. The evaluation team has completed its review and is conducting oral interviews via Zoom on September 3, 2026 with four shortlisted firms: Florida Cleaning Systems, Inc. (9:00 AM–10:00 AM), NET Facility Services (10:05 AM–11:05 AM), Padegenis Cleaning Inc (11:10 AM–12:10 PM), and SCSI, Southern Cleaning Service Inc (1:15 PM–2:15 PM). The initial contract term is three years commencing January 1, 2027, with two optional one-year renewal periods available for a potential five-year total contract duration.
Pricing must be submitted as firm fixed monthly rates for each facility across all five contract years. KUA has disclosed an annual budget of $160,000 for informational purposes, with the estimated contract value range classified as Service Tier A (less than $250,000). Award will be made to the highest-ranked responsive and responsible proposer based on evaluation criteria including pricing structure, response time, quality of workmanship, capabilities and experience, financial capability, and exceptions to KUA's standard terms—not solely on lowest price. The incumbent contractor's current contract extends through December 31, 2026. No bid bond or performance bond is required. KUA will provide all cleaning equipment and supplies for daily and weekly services, while contractors must supply their own equipment and products for semi-annual deep-cleaning tasks. A minimum of eight personnel is required to perform services, though the supervisor or working supervisor may be counted as one of the eight. Seven addenda have been issued, with Addendum No. 7 issued on July 23, 2026, and all addenda must be acknowledged and returned with bid responses.
