About this opportunity
Clayton County, Georgia is issuing Invitation to Bid (ITB) #26-51 for milling and resurfacing services on five county roads under Project Identification #0021197. The procurement encompasses comprehensive pavement maintenance and construction activities including traffic control, erosion control measures (compost filter sock and silt fence), milling operations on approximately 112,062 square yards of asphalt concrete pavement, placement of 11,183 tons of recycled asphalt concrete superpave, application of 8,500 gallons of tack coat, concrete sidewalk and curb installation, thermoplastic pavement markings and striping (totaling tens of thousands of linear feet across multiple marking types and colors), wheelchair ramp replacement in compliance with ADA requirements, shoulder restoration, and grassing operations. The five roads included in this project are Clark Howell Highway, East Fayetteville Road, Flat Shoals Road, Mt. Zion Road, and Old Clark Howell Highway. Qualified contractors must be prequalified with the Georgia Department of Transportation (GDOT) if submitting bids exceeding $2,000,000, or registered as GDOT subcontractors if bidding $2,000,000 or less. All work shall comply with GDOT Standard Specifications (2021 Edition) and Project Specific Special Provisions. A non-mandatory pre-bid conference is scheduled for Thursday, May 7, 2026 at 2:30 p.m. EST. Bid submissions are due Friday, May 29, 2026 at 3:00 p.m. EST via https://www.bidnetdirect.com/georgia/claytoncounty, with bids remaining valid for 120 calendar days. The contractor must begin work within 14 days of receiving the Notice to Proceed and complete all work within 365 calendar days, with critical interim deadlines including resurfacing of milled areas within 14 calendar days of milling completion and placement of final pavement markings within 45 days of final asphalt placement.
This procurement carries a 0% Disadvantaged Business Enterprise (DBE) goal and a 20% Small Local Business Enterprise (SLBE) subcontracting goal; contractors failing to meet SLBE goals must demonstrate good faith efforts to comply. Bidders must submit a 5% bid bond with their proposal, and the successful contractor shall furnish performance bonds equal to 100% of the contract amount and payment bonds of 110%, consistent with GDOT Specifications Section 103.5. Insurance requirements include workers' compensation (statutory), commercial general liability ($1,000,000 per occurrence/$2,000,000 aggregate), commercial automobile liability ($1,000,000 combined single limit), and pollution liability ($1,000,000 per occurrence/$2,000,000 aggregate), with Clayton County named as additional insured on all applicable policies. The contract includes Federal Labor Provisions (FHWA 1273) and prevailing wage rate requirements due to federal funding through federal aid provisions. Liquidated damages of $500 per calendar day apply for failure to place permanent pavement markings within specified timeframes and for failure to install loop detectors within ten business days, and $1,000 per hour or portion thereof applies for failure to reopen lanes as specified. The county is exempt from federal excise tax and Georgia sales tax, and all milled asphalt material becomes the contractor's property. No specific budget or award value range is disclosed in the available documentation; however, the project scope and 65 distinct pay items with substantial material quantities suggest a significant construction contract value.
