About this opportunity

The Orange County Transportation Authority is requesting bids on specialty paper supplies on an as-needed basis with no guaranteed usage under IFB 250238, with bids due August 24, 2026 at 11:00 a.m. and questions due August 11, 2026. A DBE goal has been established, though the specific percentage is not stated in the documents; bidders must submit a DBE Participation Commitment Form at bid time and, if the goal is not met, a DBE Letter of Acknowledgement and Commitment and good-faith-efforts documentation no later than 4:00 p.m. on the second business day after bid due date.

The scope covers approximately 70 line items of specialty papers including carbonless forms, colored and white stock in various weights and sizes, envelopes, cover stock, labels, foam board, vinyl materials, and shipping boxes. Estimated quantities are provided for evaluation purposes only and range from 1 to 1,610 units per thousand per line item; vendors may also supply unlisted items at a negotiated discount off published list price. Delivery must be made to the OCTA Print Shop at 600 South Main Street, Orange, California 92868 (basement location, no forklift or loading dock) with an average turnaround of one business day after order placement. All pricing shall be firm-fixed unit price per 1,000 units, with all direct and indirect costs, taxes, and freight included. Price decreases will be automatically extended to the Authority; price increases require bona fide proof and 30 days advance written notice with no retroactive adjustments, and net profit must remain firm.

The contract is budgeted at $200,000 for a one-year initial term effective July 1, 2026 through June 30, 2027, with one optional one-year renewal. Award will be made to the lowest responsive and responsible bidder. Evaluation is based solely on cost at 100 percent weight. Contractors must maintain Commercial General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000 combined single limit), Workers' Compensation, and Employers' Liability ($1,000,000 per accident and disease) with the Authority named as additional insured. Prevailing wage and Davis-Bacon Act compliance applies. Liquidated damages of $50 per calendar day per underpaid worker, plus a ten percent estimate deduction (minimum $1,000, maximum $10,000) for delinquent payroll submissions, are specified. The incumbent is Spicers under Purchase Order C42074.
