About this file

This procurement plan document pertains to the Orange County Transportation Authority (OCTA) and concerns Invitation for Bid (IFB) No. 250238 for the purchase of specialty papers on an as-needed basis. The IFB was issued because the nature of the requirements allows for selection of the lowest, responsive, and responsible bidder. The procurement schedule establishes key dates including a first public notice on July 29, 2026, a second public notice on August 5, 2026, IFB issuance on August 7, 2026, questions due by August 11, 2026, responses due August 13, 2026, bids due August 24, 2026 at 11:00 a.m., and contract effectiveness on September 1, 2026. The contract term is one year with one optional one-year renewal term, with the initial term running from July 1, 2026 through June 30, 2027.

The evaluation will be based solely on cost at 100 percent weight, as no specialized skills, firm qualifications, or detailed work plans are required for this straightforward commodity purchase. The contract will be structured as a blanket purchase order with Firm Fixed Price terms. The total budget is $200,000 for the initial term with funding from Local Measure M. The procurement plan specifies that retention, prevailing wages, and liquidated damages provisions apply to this contract. An independent cost estimate has been received, and requisition R001334 has been submitted. A DBE goal has been established for this procurement.
