About this file

This is an Independent Cost Estimate (ICE) form prepared by the Orange County Transportation Authority (Authority) for the procurement of specialty paper supplies for the Print Shop/Reprographics department. The procurement will replace existing Purchase Order C42074 and provides specialty paper on an as-needed basis with no guaranteed usage. The contract term is one year, effective through June 30, 2027, with a cost estimate of $200,000. No specific response dates, site visits, or bidders' meetings are detailed in the ICE document.

The estimated cost of $200,000 is based on the Authority's historical average annual purchase of approximately $190,000 and accounts for potential market fluctuations and price increases within the paper mill industry. The entire estimated cost of $200,000 is allocated to the purchase of specialty paper materials, with no direct labor, overhead, information technology support, travel, subcontractor, or other direct costs included in this estimate. A detailed paper list will be provided for vendor reference during the procurement process. The requisition was submitted by Luis Perez, Section Manager I, on December 16, 2025, and requires submission to Contracts Administration & Materials Management along with the requisition and scope of work before procurement can commence.
