About this opportunity

The City of Dallas is establishing a 60-month Indefinite Delivery/Indefinite Quantity service price agreement for airport pavement repair and maintenance services at Dallas Love Field (DAL), Dallas Executive Airport (RBD), and the Downtown Vertiport (49T), with proposals due July 10, 2026. An SBE participation goal of 30% applies under the Dallas Regional Inclusive Vendor Enterprise (DRIVE) Policy; respondents must demonstrate commitment to subcontracting with SBE firms that perform a Commercially Useful Function using their own labor and resources, and evaluation criteria award points for meeting or exceeding SBE goals.

Bidders must have a minimum of five years of established experience in FAA and NCTCOG-approved airport pavement repair and maintenance services and must provide airport and airfield pavement references; highway and street pavement experience alone does not qualify. Services will be ordered on an as-needed basis and include partial-depth, full-depth, joint, and surface repairs to airport runways, taxiways, aprons, ramps, vehicle service roads, and aviation-maintained public access pavement. Work must comply with FAA standards and conform to detailed specifications for concrete and asphalt repairs, joint sealing, erosion control, and embankment work. The contractor must maintain a minimum of four personnel with current movement-area badging and four vehicles with current airfield-access permits throughout the contract duration. Work will be performed during operational hours (06:00–23:00 Monday through Friday) for taxiway, apron, and vehicle service road work, with 24/7 availability for runway mobilization. All mobilization costs, airport security requirements, haul roads, staging areas, and incidental work are subsidiary to specific bid items and are not separately paid.

Contractors must obtain comprehensive insurance including workers' compensation with $1 million employers liability; business automobile liability with $1 million combined single limit (or $3 million if vehicles operate in the Airport Operations Area); and commercial general liability with $2 million per occurrence, $4 million products/completed operations aggregate, and $4 million general aggregate. A living wage floor of $23.06 per hour applies to all employees performing services. The contract is awarded to the lowest responsive and responsible bidder; all bid prices must be firm for 180 days following bid opening. Bid security of $100.00 is required. A pre-bid meeting will be held; all questions must be submitted electronically through the City's solicitation portal. Certificates of insurance must be delivered within 15 days of award.
