About this opportunity
Escambia County, Florida is soliciting sealed bids for the Construction of the O.C. Phillips Road Over Brushy Creek Bridge Replacement - LAP Project (FPID:430468-1), a comprehensive bridge infrastructure replacement initiative. The project involves removing the existing timber bridge and constructing a new three-span cast-in-place deck supported bridge, with associated roadway improvements including drainage enhancements, guardrail installation, pavement marking, clearing, grubbing, and excavation. Contractors must be Florida Department of Transportation (FDOT) pre-qualified in multiple work classes, including debris removal, drainage, grading, flexible paving, guardrail, bridge construction, and pile driving. Minimum qualifications require contractors to have been in business for at least three years and completed a minimum of three similar projects within the past five years. The project has a total contract duration of 530 consecutive calendar days, with 500 days allocated for substantial completion and an additional 30 days for final completion. A pre-bid meeting is scheduled for July 17, 2025, and sealed bids are due by September 2, 2025, at 10:00 am, with all meetings to be conducted via Microsoft Teams.
The county strongly encourages participation from small businesses, minority/women-owned businesses, and disadvantaged business enterprises, with an overall 10.54% Disadvantaged Business Enterprise (DBE) participation goal. No specific contract-specific DBE goals are mandated, but contractors are required to complete a Bidders Opportunity List within three business days of bid submission and list all subcontractors and sub-consultants who provided quotes. The project is federally funded, requiring compliance with Buy America regulations, which mandate that all manufacturing processes for iron or steel products occur in the United States. Contractors must provide performance and payment bonds for 100% of the contract amount and are subject to liquidated damages of $2,667 per calendar day of delay beyond the specified completion time. While a specific contract value is not explicitly stated, the comprehensive nature of the project, including bridge replacement, roadway improvements, and multiple construction activities, suggests a significant infrastructure investment for Escambia County.
