About this opportunity
The School District of Manatee County (SDMC), Florida is procuring Construction Management at Risk (CM at-Risk) services for a comprehensive campus-wide renovation of Tillman Elementary School (SDMC No. 2025-12). The project encompasses a complete interior and exterior renovation of the 96,928 square-foot campus serving 722 student stations, including replacement of mechanical, plumbing, and electrical systems; removal and replacement of fire alarm systems; kitchen cooler/freezer replacement; administrative security and lobby enhancements; new technology infrastructure; LED lighting; new ceilings, flooring, and painting; new exterior doors, windows, and hardware; and associated sitework. The selected firm will serve as Construction Manager at Risk on a Guaranteed Maximum Price (GMP) basis, with compensation to be negotiated following selection. Qualified proposers must hold current Florida contractor's licenses, provide audited or unaudited financial statements for the past two years, demonstrate bonding capacity, secure insurance coverage with specified minimum limits, and submit comprehensive staffing information and references from comparable Florida Public School System K-12 projects not exceeding ten years in age. The evaluation process includes a three-phase selection procedure: initial responsiveness screening followed by short-listing of a minimum of three qualified firms evaluated on 100 points based on related project experience (40 points), staffing capabilities (35 points), financial responsibility (3 points), location proximity (8 points), cost control and scheduling (10 points), M/WBE participation (2 points), and warranty programs (2 points); a site visit on April 15, 2026 at 2:00 p.m. at Tillman Elementary School; and final oral interviews and presentations on May 7, 2026 from 9:00 a.m. to 11:00 a.m. with an additional 100-point evaluation assessing knowledge of site conditions, communication and proposed staff, local subcontract participation, project approach, insurance and bonding, M/WBE implementation, workload capacity, and references. All responses must be submitted electronically via VendorLink by March 10, 2026 at 12:00 p.m. Eastern Time, with bid opening at 1:00 p.m. the same day at the Construction Services Department in Bradenton, Florida. The request for information deadline is February 22, 2026, and the School Board is anticipated to approve contract negotiation on June 9, 2026, with design completion targeted for December 2026 and construction completion by July 2028.
Proposers must comply with multiple state and federal certifications and compliance requirements, including anti-discrimination certification, drug-free workplace certification, debarment certification, E-Verify employment eligibility verification, Byrd Anti-Lobbying Certification, Scrutinized Company Certification, and labor coercion affidavit. All work must comply with Florida Building Code, State Requirements for Educational Facilities (SREF), Florida Fire Prevention Code, and SDMC Design Standards, with architectural and engineering services provided by Long & Associates Architects/Engineers, Inc. While no set-asides are explicitly designated for disadvantaged enterprises, the evaluation criteria include 2 points for M/WBE participation and local subcontract participation is assessed during final evaluation. Proposers must secure appropriate surety bonds pursuant to Florida Statute 255.05 and maintain insurance coverage with specified minimum limits. No incumbent contractors or existing technology integration requirements are identified in the solicitation materials. The estimated project budget is $31,000,000, though final contract value will be negotiated with the highest-ranked firm following selection based on the GMP cost structure, and the buyer may choose not to announce prices or release materials pursuant to Florida Statute 119.071. Personnel assigned to the project must comply with background screening requirements under the Jessica Lunsford Act, with all staff requiring clearance due to access to school grounds during student hours and potential direct student contact.
