About this file

This site plan document is prepared by the Department of Construction Services for the School District of Manatee County, Florida, depicting the Tillman Elementary School campus located at 1415 29th Street East, Palmetto, Florida 34221. The site plan, dated August 1, 2020, illustrates the 96,928 square-foot campus layout at a scale of 1 inch equals 100 feet, identifying key infrastructure elements including retention basin, retention pond, fire hydrants, preschool play area, and numbered building locations (areas 1-7). The plan provides the foundational spatial reference for the comprehensive campus-wide renovation project requiring Construction Management at Risk services.

In conjunction with this site plan, the School District of Manatee County is procuring CM at-Risk services with responses due electronically via VendorLink by March 10, 2026 at 12:00 p.m. Eastern Time, with bid opening at 1:00 p.m. the same day in Bradenton, Florida. A mandatory site visit is scheduled for April 15, 2026 at 2:00 p.m. at the school location, followed by final oral interviews and presentations on May 7, 2026 from 9:00 a.m. to 11:00 a.m. The School Board is anticipated to approve contract negotiation on June 9, 2026, with design completion targeted for December 2026 and construction completion by July 2028. The estimated project budget is $31,000,000 on a Guaranteed Maximum Price basis, with final contract value to be negotiated following selection. Qualified proposers must hold current Florida contractor licenses, provide audited or unaudited financial statements for the past two years, demonstrate bonding capacity, and secure specified insurance coverage. Evaluation criteria allocate 40 points for related project experience, 35 points for staffing capabilities, 3 points for financial responsibility, 8 points for location proximity, 10 points for cost control and scheduling, 2 points for M/WBE participation, and 2 points for warranty programs during the initial phase, with a second 100-point evaluation during final interviews assessing knowledge of site conditions, communication and proposed staff, local subcontract participation, project approach, insurance and bonding, M/WBE implementation, workload capacity, and references.
