About this file
This is a fillable form document titled "Bidder's Statement of Principal Place of Business" required by the School District of Manatee County, Florida for the Tillman Elementary Campus Wide Renovation project (SDMC No. 2025-12). The form serves as a compliance document for bidders whose principal place of business is located outside the State of Florida. Bidders must complete the form by identifying their company name and the county and state where their principal place of business is located. The form requires submission with written bid, proposal, or reply documents pursuant to Section 287.084(2), F.S. Responses must be submitted electronically via VendorLink by March 10, 2026 at 12:00 p.m. Eastern Time, with bid opening scheduled for 1:00 p.m. the same day at the Construction Services Department in Bradenton, Florida. A mandatory site visit is scheduled for April 15, 2026 at 2:00 p.m. at Tillman Elementary School, followed by final oral interviews and presentations on May 7, 2026 from 9:00 a.m. to 11:00 a.m. The School Board is anticipated to approve contract negotiation on June 9, 2026.
Out-of-state bidders must submit a legal opinion from an attorney licensed to practice law in their home state addressing whether that state or any political subdivision grants bidding preferences to in-state business entities in public contracts. The attorney providing the opinion must sign the form and provide their printed name, address, telephone number, email, and state(s) of bar admission. This documentation ensures compliance with Florida's preference verification requirements and allows the School District to evaluate bidders on an equitable basis regardless of their geographic location. The form does not address pricing, set-asides, or funding sources, as it functions solely as a compliance and verification document within the broader procurement process for the Construction Management at Risk services contract with an estimated project budget of $31,000,000.
