About this file

This is a Byrd Anti-Lobbying Certification document applicable to federal contracts, grants, loans, and cooperative agreements exceeding $100,000. The certification applies to the Construction Management at Risk Tillman Elementary Campus Wide Renovation project in Florida (SDMC No. 2025-12), which involves comprehensive campus renovations including mechanical, plumbing, and electrical system replacements; fire alarm system removal and replacement; kitchen cooler/freezer upgrades; administrative security and lobby enhancements; new technology infrastructure; LED lighting; new ceilings, flooring, and painting; exterior door and window replacements; and associated sitework.

The certification requires contractors bidding on this project to certify that no federal appropriated funds have been or will be used to pay any person for lobbying activities directed at federal, congressional, or agency officials in connection with obtaining the federal contract or award. Contractors must also disclose any non-federal funds used for lobbying purposes by completing Standard Form LLL if applicable. All subcontractors and subrecipients at any tier must include the same certification language in their award documents and certify accordingly. Failure to file the required certification subjects contractors to civil penalties between $10,000 and $100,000 per violation. The certification is a material representation of fact required under 31 U.S.C. Section 1352, as amended by the Lobbying Disclosure Act of 1995.
