About this opportunity

The County of Sacramento is issuing a Request for Proposal (RFP) for the collection, recycling, and reporting of covered electronic waste (CEW), uncovered waste electronic devices (UWED), recyclable electric equipment materials (REEM), and universal waste (UWASTE). The procurement is issued by the County of Sacramento and serves jurisdictions including Sacramento County and San Francisco City. The successful proposer will be responsible for collecting and processing electronic waste materials from four primary County facilities: Kiefer Landfill (KLF), North Area Recovery Station (NARS), Sacramento Airports, and Department of General Services (DGS) Surplus. Key deliverables include monthly collection of materials totaling approximately 2.2 million pounds annually across seven primary waste categories (CEW roll-off bins, CEW caged/palletized materials, non-CRT LCD/plasma/laptops/digital screens, UWED premium computers and components, UWED general printers and devices, roll-off large copiers, and REEM materials with embedded batteries), with optional universal waste categories for batteries, lamps, and solar panels. The proposer must maintain a minimum of two forty-yard drop boxes at both NARS and KLF, deliver replacement boxes within 48 hours of notification, and provide all out-of-county transportation while serving as backup for in-county transportation during County equipment failures. Required qualifications include obtaining all necessary Solid Waste Facility Permits and Local Enforcement Agency approvals, compliance with prevailing wage requirements, implementation of Advanced Clean Fleets regulations, HIPAA Business Associate responsibilities for protected health information, and submission of monthly CalRecycle Form 197 Transfer Receipts and annual compliance reporting. Proposals are evaluated on four criteria: quality of proposed services (40 points), experience and qualifications (30 points), quality of proposal compliance (20 points), and cost (10 points). The RFP was released on March 2, 2026, with a question submission deadline of March 13, 2026, and a proposal response deadline of April 2, 2026, at 4:00 PM, submitted electronically via OpenGov Procurement.

The RFP does not indicate specific set-aside designations or restrictions limiting proposals to particular types of organizations such as disadvantaged enterprises, small businesses, or minority-owned firms. No incumbent vendor or current contractor is identified in the solicitation documents. The County operates on a July through June fiscal year and currently generates approximately $125,000 in annual net revenues from electronic waste processing. The compensation structure is based on a net payment model where the proposer pays the County for materials representing revenue and receives payment from the County for materials representing costs, with amounts determined by commodity index values published by sources including the American Metals Market and Scrap Monster; specific pricing for each material category is submitted by the proposer on the Cost Proposal Pricing Sheet (Attachment C). The selected contractor will execute a contract with an initial five-year term with three optional one-year renewals for a potential total of eight years. A performance bond equal to one hundred percent of the agreement value plus early termination fees is required, and the proposer must maintain comprehensive insurance coverage including $2,000,000 commercial general liability, $1,000,000 automobile liability, statutory workers' compensation, $2,000,000 professional liability, and $2,000,000 cyber liability. Proposals must not exceed ten pages and must include disclosure of any contract defaults, early terminations, claims under Government Code Section 810, enforcement agency violations, and regulatory compliance history for the prior three years.
