About this file
This is an Acceptable Materials Listing attachment to a Request for Proposal issued by Sacramento County for collection, recycling, and reporting of electronic waste materials across multiple waste categories. The RFP seeks a single proposer to handle covered electronic waste (CEW), uncovered waste electronic devices (UWED), recyclable electric equipment materials (REEM), and universal waste (UWASTE) collected from County facilities including Kiefer Landfill (KLF), North Area Recovery Station (NARS), Sacramento Airports, and Department of General Services Surplus. The County collected approximately 2.2 million pounds of materials annually across seven primary waste categories as of 2025. The RFP was released on March 2, 2026, with a proposal submission deadline of April 2, 2026, at 4:00 PM via electronic submission. The selected contractor will execute an initial five-year contract with three optional one-year renewals, providing a potential total of eight years of service. The materials listing document details six primary waste categories: CRT televisions and monitors, non-CRT flat panel devices with digital screens, UWED premium complete and intact computers and servers, UWED general miscellaneous electronics including printers and gaming consoles, REEM small appliances and household electronics, and universal waste including batteries, solar panels, and capacitors.
The compensation structure operates on a net payment model where the proposer pays the County for materials representing revenue and receives payment for materials representing costs, with commodity-based pricing determined by index values from sources including American Metals Market and Scrap Monster. The County currently generates approximately $125,000 in annual net revenues from electronic waste processing. No incumbent vendor is identified, and the RFP contains no specific set-aside designations for disadvantaged enterprises, small businesses, or minority-owned firms. The proposer must maintain a minimum of two forty-yard drop boxes at both NARS and KLF with 48-hour replacement capability, provide all out-of-county transportation, and serve as backup for in-county transportation during County equipment failures. Required qualifications include obtaining Solid Waste Facility Permits, compliance with prevailing wage requirements and Advanced Clean Fleets regulations, HIPAA Business Associate responsibilities, and monthly CalRecycle Form 197 submission. Evaluation criteria weight quality of services at 40 points, experience and qualifications at 30 points, proposal compliance at 20 points, and cost at 10 points. A performance bond equal to one hundred percent of agreement value plus early termination fees and comprehensive insurance coverage totaling $2,000,000 commercial general liability, $1,000,000 automobile liability, $2,000,000 professional liability, and $2,000,000 cyber liability are required.
