About this file

This Cost Proposal Pricing Sheet is an attachment to the County of Sacramento's Request for Proposal for the collection, recycling, and reporting of covered electronic waste (CEW), uncovered waste electronic devices (UWED), recyclable electric equipment materials (REEM), and universal waste (UWASTE). The proposal requests pricing for seven primary waste categories encompassing approximately 2.2 million pounds of materials annually, including CEW roll-off bins (251,932 lbs.), CEW caged/palletized materials (600 lbs.), non-CRT LCD/plasma/laptops and digital screens (660,135 lbs.), UWED premium computers and components (135,000 lbs.), UWED general devices (106,000 lbs.), roll-off large copiers (40,000 lbs.), and REEM materials with embedded batteries (417,749 lbs.). The pricing sheet also includes optional universal waste categories for alkaline batteries, NiCad/NiMH batteries, lithium ion batteries, metal halide/sodium vapor lamps, fluorescent tubes, solar panels, and related packaging containers. Proposers must submit pricing for collection services from four primary County facilities: Kiefer Landfill, North Area Recovery Station, Sacramento Airport, and Department of General Services Surplus, with separate pricing tiers for different collection methods including roll-off trucks, caged/palletized materials, and van trailers. The contract includes an initial five-year term with three optional one-year renewals for a potential total of eight years.

The compensation structure operates on a net payment model where the proposer pays the County for materials representing revenue and receives payment from the County for materials representing costs, with pricing determined by commodity index values. Proposers must include pricing for cage rentals, cage purchases, roll-off bin rentals, and van trailer rentals on a monthly basis. Transportation costs must be submitted for each pickup location on a per-trip basis, covering 26-foot trucks, roll-off trucks, vans/trailers, and other defined transportation methods, with all prices representing round-trip costs inclusive of fuel. The proposer is responsible for all out-of-county transportation and must serve as backup for in-county transportation during County equipment failures. The County currently generates approximately $125,000 in annual net revenues from electronic waste processing. A performance bond equal to one hundred percent of the agreement value plus early termination fees is required, along with comprehensive insurance coverage including $2,000,000 commercial general liability, $1,000,000 automobile liability, and $2,000,000 each for professional and cyber liability.
