About this file

This is an Acceptable Materials Listing attachment for a Request for Proposals issued by the County of Sacramento, California, for the collection, recycling, and reporting of electronic waste and related materials. The RFP solicits proposals from a single contractor to process covered electronic waste (CEW), uncovered waste electronic devices (UWED), recyclable electric equipment materials (REEM), and universal waste (UWASTE) collected from County facilities including the Kiefer Landfill, North Area Recovery Station, airports, and Department of General Services Surplus locations. The acceptable materials are categorized into six primary waste types: CRT-based electronic equipment (televisions and monitors); non-CRT electronic devices (flat panel displays, laptops, tablets, and electronics with digital screens 4 inches or larger); premium UWED items (complete and intact computers and servers); general UWED items (printers, fax machines, copiers, routers, modems, and gaming consoles); REEM materials (small appliances and personal electronics including microwaves, toasters, keyboards, mice, cell phones, and DVD players); and universal waste (batteries of various chemistries, solar panels larger than 1 foot by 1 foot, and electrical capacitors).

The County reserves the right to provide in-County transportation for materials collected at its primary facilities, with the proposer responsible for all out-of-County transportation and backup in-County transportation during County equipment failures. Payment terms require the proposer to submit monthly invoices to the County, with payment due within 30 days and a late payment penalty of 10 percent plus 1.5 percent monthly compounded interest assessed on overdue amounts. The County will also make monthly payments to the proposer for waste materials processed, as applicable. Insurance requirements are specified in Attachment B of the sample County contract terms, and the proposer must maintain appropriate coverage throughout the contract term.
